The Building Board of Appeals for the City of Grapevine, met in regular session,
Monday, November 14, 1994, at 6:30 P.M., in the Council Chambers, Room #205,
307 West Dallas Road, Grapevine, Texas with the following members present:
Joe Lipscomb Chairman
Greg Czapanskiy Member
Art Gordon Member
Dennis Roberts Member
Russell Kidd Member
constituting a quorum with members Tim Long and Catherine Smith absent. Also
present was Council Representative, Ted Ware and the following City Staff:
Scott Williams Building Official
Paula Pennington Secretary
CALL TO ORDER
Chairman Joe Lipscomb called the meeting to order at 6:30 P.M.
NEW BUSINESS
An application was submitted to the Department of Development Services by Dr.
Bobby Smith. The variance was for a brick and wrought iron fence exceeding 36" in
height, and less than 50% visibility for the established front yard. The concept plan
has received approval by the Historical Preservation Commission, the Planning and
Zoning Commission and City Council.
Scott Williams, Building Official, explained the case to the Board.
Camille McBee, Director of Marketing and Sales, for La Buena Vida was present to
represent the case for Mr. Bobby Smith.
With no one else to speak for or against the request, Greg Czapanskiy made a motion
to close the public hearing. Art Gordon seconded the motion which prevailed by the
following vote:
Ayes: Lipscomb, Czapanskiy, Gordon, Roberts, Kidd

Nays: None
Absent: Long, Smith
Dennis Roberts then made a motion to approve the variance as requested, Russell
Kidd seconded the motion which prevailed by the following vote:
Ayes: Lipscomb, Czapanskiy, Gordon, Roberts, Kidd
Nays: None
Absent: Long, Smith
BBA 94-13 MARTIN SCHELLING WRIGHT DEVELOPMENT
An application for variances to the City of Grapevine Code of Ordinances for a
subdivision screening fence was submitted to the Building Inspection Department by
Martin Schelling representing Wright Development.
Scott Williams, Building Official, explained the case to the Board.
Martin Schelling was present and spoke concerning the case.
With no one else to speak for or against the case, Dennis Roberts made a motion to
close the public hearing. Greg Czapanskiy seconded the motion which prevailed by
the following vote:
Ayes: Lipscomb, Czapanskiy, Gordon, Roberts, Kidd
Nays: None
Absent: Long, Smith
Greg Czapanskiy then made a motion to approve the variance as requested, Art
Gordon seconded the motion which prevailed by the following vote:
Ayes: Lipscomb, Czapanskiy, Gordon, Roberts, Kidd
Nays: None
Absent: Long, Smith
MISCELLANEOUS REPORTS AND/OR DISCUSSION
Scott Williams, Building Official, discussed adoption of the 1994 Uniform Codes with
the Board.
MINUTES
The Building Board of Appeals considered the minutes of the August 8, 1994,
meeting. Greg Czapanskiy made a motion to approve the minutes, and Russell Kidd

seconded the motion which prevailed by the following vote:
Ayes: Lipscomb, Czapanskiy, Gordon, Roberts, Kidd
Nays: None
Absent: Long, Smith
ADJOURNMENT
With no further discussion, Art Gordon made a motion to adjourn the meeting, Greg
Czapanskiy seconded the motion which prevailed by the following vote:
Ayes: Lipscomb, Czapanskiy, Gordon, Roberts, Kidd
Nays: None
Absent: Long, Smith
The meeting adjourned at 6:40 P.M.
