HomeMy WebLinkAboutItem 23 - Wastewater Treatment Plant ITEM # 2 -7-2 MEMO MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JULY 20, 2010 SUBJECT: APPROVAL OF A RESOLUTION TO REBUILD A CLARIFIER DRIVE AT THE WASTEWATER TREATMENT PLANT RECOMMENDATION: City Council to consider approval of a resolution to award a purchase order to Environmental Improvements, Inc. to rebuild a clarifier drive at the Wastewater Treatment Plant in the total estimated amount of$30,213.60. FUNDING SOURCE: Funds are budgeted in account 200-43370-534-0 Utility Enterprise Fund/Wastewater Treatment Infrastructure Maintenance/Permanent Capital Maintenance. BACKGROUND: This procurement will be made as an exception to the normal bidding procedure in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.022 (3). This code exempts a local municipality from the normal bidding procedure for a procurement that is necessary because of unforeseen damage to public machinery, equipment or other property. The clarifier at the wastewater treatment plant is a vital part of the wastewater treatment plant process which allows us to separate the solids from the waste stream. One unit in our system has failed and is in need of repair. The unit has been in service for over 20 years and is in need to be rebuilt by a certified factory representative. That representative will only use certified parts and factory trained personnel in order to maintain the reliability of our system. This repair is beyond the scope of plant personnel and has some specialized equipment that needs to be utilized in order to get the full. benefit of warranty and service. This unit is in a position that will require several parts of this unit to be removed and replace in a meticulous fashion in order to maintain structural integrity and functionality. This unit is only serviced by the factory representative for this area which is Environmental Improvements Inc. (See attached letter). A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN FACTS RELATIVE TO THE PURCHASE OF REBUILDING A CLARIFIER DRIVE AND AUTHORIZING THE CITY MANAGER OR THE MANAGER'S DESIGNEE TO EXECUTE SAID DOCUMENTS AND PROVIDING AN EFFECTIVE DATE WHEREAS,the City of Grapevine,Texas is in need of purchasing repairs to rebuild a clarifier drive at the City Wastewater Treatment Plant; and WHEREAS, the clarifier is a vital part of the Wastewater Treatment.Plant process; and WHEREAS, this procurement is an exception to the normal bidding procedure in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.022 (3). That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes Environmental Improvements, Inc to rebuild a clarifier drive and authorizes the expenditure of the budgeted $30,213.60. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of these services. Section 4.
