SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
PUMP IMPELLERS AT THE WASTEWATER TREATMENT
PLANT
RECOMMENDATION:
City Council to consider approval of a resolution to declare Environmental Improvements
Incorporated a sole source provider and purchase seven Hayward Gordon pump
impellers as replacements at the Wastewater Treatment Plant, in the total amount of
$18,000.01.
FUNDING SOURCE:
Funds are budgeted in account 200-43370-534-0 Utility Enterprise Fund/Wastewater
Treatment Infrastructure Maintenance/Permanent Capital Maintenance.
BACKGROUND:
This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (A).
This request is to purchase seven new Hayward Gordon pump impellers as
replacements for existing Train-2 & Train-3 waste & return pump impellers at the
Wastewater Treatment plant. These pumps have been in service for over ten years, and
due to the material that is being transported by these seven pumps, the worn impellers
have caused a drop in efficiency in the transport of solids in the plant.
Environmental Improvements Incorporated is the sole representative of parts for
Hayward Gordon pumps, in use at the Wastewater Treatment plant, in the state of
Texas. (See attached letter).
Staff recommends approval of sole source resolution and purchase of seven pumps
Impellers from Environmental Improvements Incorporated in the amount of$18,000.01.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS,AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO DECLARE
ENVIRONMENTAL IMPROVEMENTS INCORPORATED A
SOLE SOURCE PROVIDER FOR HAYWARD GORDON
PARTS AND PURCHASE PUMP IMPELLERS TO REPLACE
INEFFECTIVE PARTS AND PROVIDING AN EFFECTIVE
DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code Chapter 252,
Subchapter B, Section 252.022 (a)(7)to consider items available from only one source as
an exception to the bidding requirements of the State of Texas; and
WHEREAS, Environmental Improvements incorporated isthe exclusive sole source
distributor in the State of Texas for Hayward Gordon pump parts; and
WHEREAS,the City of Grapevine,Texas,Wastewater Treatment Department has a
need to replace Hayward Gordon pump impellers for more efficiency.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Manager, or his designee, is authorized to take all steps
necessary to purchase pump impellers from Environmental Improvements incorporated.
Section 3. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 17th day of August, 2010.
