HomeMy WebLinkAboutItem 14 - Photovoltaic Kilowatt System ITEM MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER?j51— MEETING DATE: SEPTEMBER 21 , 2010 SUBJECT: CONSIDER APPROVAL FOR THE PURCHASE OF A PHOTOVOLTAIC KILOWATT SYSTEM FOR WATER TREATMENT DEPARTMENT UNDER AN ENERGY CONSERVATION BLOCK GRANT RECOMMENDATION- City Council to consider approval. for the purchase of a Photovoltaic kilowatt system for the Water Treatment Department under an Energy Conservation Block grant from the Department of Energy FUNDING SOURCE: Funds are budgeted in account- 113-42281-415-09 Grant Fund 1 Apparatus and Tools 1 Permanent Capital Maintenance 200-43360-534-0 Utility Enterprise Fund 1 Water Supply Infrastructure Maintenance /Permanent Capital Maintenance BACKGROUND: Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement was posted in the Fort Worth Star Telegram on May 13, 2010 and May 20, 2010. The bid was opened publicly on May 28, 2010. The City of Grapevine received an Energy Conservation Block Grant in the amount of $503,500 from the Department of Energy. One of the projects approved as part of this grant award is for the installation of a Photo Voltiac (solar) power plant at the Water Treatment Plant. Solar panels will in installed on the Water Treatment building roof. The contract is for the furnishing and installation of all materials and equipment and the delivery of a fully function system. The initial estimated cost of the project was $55,500 which included $53,070 of grant funds with a city contribution of $2,430. The ten kilowatt (10kw) system is the recommendation due to the estimated cost of the project. The City received three bids for this system with one no-bid. The lowest bidder that meets specifications is Helio's Electric in the amount of$47,675.56. (see attached bid tabulation). The solar power plant will produce approximately 13,932 kilowatt hours per year. Over the life span, assuming current rates, the plant will save the City approximately $28,840 in energy cost. Staff recommends approval of the purchase of a ten kilowatt (1 Okw) Photovoltaic system for the Water Treatment Department from Helio's Electric in the amount of $47,675.56 under an Energy Conservation Block grant from the Department of Energy.
