HomeMy WebLinkAboutItem 03 - Kimball Road Widening ITEM MEMO TO: HONORABLE MAYORAND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: NOVEMBER 2, 2010 SUBJECT: KIMBALL ROAD WIDENING APPROVAL OF CONTRACT AWARD BY SOUTHLAKE RECOMMENDATION City Council consider approving the City of Southlake's award of the construction contract for the Kimball Road widening project to Ed Bell Construction Company, and take any necessary action. FUNDING: The City will issue Certificates of Obligation later in FY 11 to fund our share of the costs and enact a reimbursement ordinance for short term expenses. This will allow us flexibility in choosing the issuance time and associated interest rates. BACKGROUND: City Council approved an Interlocal Agreement with the City of Southlake on November 18, 2008 in which the City of Grapevine committed to participate in the funding for the design and construction of the Kimball Road widening project from State Highway 114 to Dove Road. Grapevine's portion of the project is comprised of the east half of the roadway from Shady Lane to Dove Road, a distance of approximately 2,000 feet. The improved roadway will be a four lane divided section with center landscaped median and will be constructed in two phases. The first phase will extend from SH 114 north to Kirkwood Blvd. The second phase will extend from Kirkwood Blvd. to Dove Road and is anticipated to begin in the May to July, 2011 timeframe. Grapevine's portion of the roadway project is in Phase 2. Each city will be responsible for the maintenance of the roadway system within their respective cities with Southlake providing maintenance of the median landscaping. The initial estimate for Grapevine's cost in the interlocal agreement was$ 2,000,000. The bids were very good with the low bid submitted by Ed Bell Construction Company in an amount of$6,892,561.81.
