HomeMy WebLinkAboutItem 03 - CDBG Program ITEM #3 MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL 2— FROM: BRUNO RUMBELOW, CITY MANAGERtk MEETING DATE: APRIL 2, 2013 SUBJECT: 38TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM – CONTRACT APPROVAL RECOMMENDATION: City Council consider adopting a resolution approving the Tarrant County contract with McClendon Construction Co., Inc. in the amount of $225,472.30 forte 38TH Year Community Development Block Grant street reconstruction project, authorize staff to forward the approval recommendation to Tarrant County officials, and take and necessary action. FUNDING SOURCE: Grant funding is available through Tarrant County for this project in the amount of $214,456.39. City of Grapevine Street PCMF funding is available in the amount of $11,015.91 in account 174-43301-090. BACKGROUND INFORMATION: The scope oft project is the reconstruction of the 700 block of as Texas Street including new curb and gutter, paving, sidewalks, handicap ramps and driveway approaches. The roadway reconstruction project is located in the College Heights Addition, CDBG Target Area, designated as census tract 1137.05, Block Group 2 in the 2000 Census. These improvements will contribute to the upgrade oft e areas by providing an improved travel surface for motorists and pedestrians in the neighborhood. There were a total of four bidders on this project. The bids were as follows: CONTRACTOR BASE BID PLUS ADDITIVE ALTERNATE A McClendon Construction $ 225,472.30 Bradley Douglas $ 231,787.00 C.E. Cook and Sons $ 254,363.42 Pavecon $ 259,360.34 The low bidder, McClendon Construction Co., Inc., has been identified as an acceptable choice fort is type of project. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, APPROVING THE 38TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROJECT CONTRACTOR AND CONTRACT PRICE AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine City Council is approving the hiring of McClendon Construction Co., Inc. as the low bidder for the Community Development Block Grant (CDBG) 38 th Year Project; and WHEREAS, the City of Grapevine is approving the bid amount of $225,472.30 submitted by McClendon Construction Co., Inc. for the 38 th Year CDBG Project; and WHEREAS, the City of Grapevine accepts the construction time on the profect will be 90 calendar days. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That the City Council of the City of Grapevine, Texas approves the terms as set forth above concerning the CDBG 38 to Year Project to be submitted to the Tarrant County Community Development Division for approval by the Tarrant County Commissioner's Court Section 2. Texas St Recommendation for Award 12-UC- 8- 1-30- 5 Mr. Lee, The bid opening for the 38t1' Year CDBG project was held at the offices of Tarrant County Community Development on,Wednesday,March 6,2013. The subject project involves reconstruction of the 700 Block of E. Texas Street. Four formal bids were received and are provided on the attached bid tabulation. Wehavereviewed the bids for accuracy and omissions and they appear to be in order. The low bid for the reconstruction project was$225,47230, including Additive Alternate A,"PetroTnat 459T' interlayment as submitted by McClendon Construction. The engineering estimate for the project was $236,181,50. After consideration of the qualifications and experience of the low bidder and receiving City staff input, it was determined that the low bidder was a Contractor capable of performing the construction to the satisfaction of the Owner. The 3 8th Year CDBG construction funds amount to$214,456.39. The difference between the available CDBG monies and the bid price will require a minimum City supplemental funding of$11,015.91. We, therefore, suggest the City of Grapevine recommend to Tarrant County the award ofthe 3 8th Year CDBG Project Base Bid and Additive Alternate A in the amount of$225,472.30 to: McClendon Construction Co., Inc.
