HomeMy WebLinkAboutItem 10 - Rescue Boots i rEIM # MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER 71 MEETING DATE: JUNE 5, 2012 SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF RESCUE BOOTS FOR THE NORTHEAST FIRE DEPARTMENT ASSOCIATION TECHNICAL RESCUE TEAM FROM A SOLE SOURCE VENDOR WITH GRANT FUNDING MANAGED BY THE CITY OF GRAPEVINE EMERGENCY MANAGEMENT DIVISION RECOMMENDATION: City Council to consider approval of a Resolution for the purchase of Haix rescue boots for the Northeast Fire Department Association Rescue Team from Metro Fire Apparatus Specialists, Inc. with grant funding managed by the Grapevine Emergency Management Division and consider them a sole source vendor. FUNDING SOURCE: Funding for the purchase of this equipment is available !in account 113-42220-210-6. The funding was received as part of a larger Urban Area Security Initiative project for the Northeast Fire Department Association Technical Rescue Team. Funding for this purchase is estimated to be $21,600. BACKGROUND: This procurement will be made as a sole source !in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.022 (A) (7) (A). The Northeast Fire Department Association (NEFDA) operates a Technical Rescue Team with six cities providing personnel and housing resources for deployment. The Dallas-Fort Worth-Arlington Urban Area Security Initiative provided grant funding to support purchase of necessary protective clothing, personal protective equipment, and other safety items to ensure compliance with national standards. Grapevine was awarded the grant to purchase items on behalf of all six cities. Staff recommends approval. CL/BS RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE,TEXAS,AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO DECLARE METRO FIRE APPARATUS SPECIALISTS, INC. AS A SOLE SOURCE VENDOR FOR THE PURCHASE OF RESCUE BOOTS FOR THE NORTHEAST FIRE DEPARTMENT TECHNICAL RESCUE TEAM WITH GRANT FUNDING AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code Chapter 252, Subchapter B, Section 252.022 (a) (7) (A) to consider items available from only one source as an exception to the bidding requirements of the State of Texas; and WHEREAS, Metro Fire Apparatus Specialists, Inc. is the priority and support sole distributor for Haix rescue boots required for the Northeast Fire Department Rescue Team; and WHEREAS, the City of Grapevine Emergency Management Department is outfitting the Team with Haix boots with Dallas/Fort Worth/Arlington Urban Area Security Initiative grant funding. NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Manager, or his designee, is authorized to take all steps necessary to purchase Haix rescue boots from Metro Fire Apparatus Specialists, Inc., as a sole source vendor, with grant funding for the total amount of$21,600.00. Section 3. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 5th day of June, 2012.
