SUBJECT: APPROVAL OF A RESOLUTION FOR THE AWARD OF
CLOTHING, GLOVES AND ACCESSORIES FOR THE
NORTHEAST FIRE DEPARTMENT ASSOCIATION TECHNICAL
RESCUE TEAM THROUGH GRANT FUNDING MANAGED BY
THE CITY OF GRAPEVINE EMERGENCY MANAGEMENT
DIVISION
RECOMMENDATION:
City Council to consider approval of a Resolution for the purchase of clothing, gloves
and accessories for the Northeast Fire Department Association Technical Rescue Team
from Casco Industries, Inc. with grant funding managed by the Grapevine Emergency
Management Division.
FUNDING SOURCE:
Funds for the purchase of the clothing, gloves, and accessories are available in account
113-42220-210-06 for the amount of$26,513.28. This account is grant funded under the
Urban Area Security Initiative Grant Program, FY 2010.
BACKGROUND:
The Northeast Fire Department Association (NEFDA) operates a Technical Rescue
Team with six cities providing personnel and housing resources for deployment. The
Dallas-Fort Worth-Arlington Urban Area Security Initiative provided grant funding to
support purchase of necessary protective clothing, personal protective equipment, and
other safety items to ensure compliance with national standards. Grapevine was
awarded the grant to purchase items on behalf of all six cities.
Quotes were taken in accordance with the City's Purchasing Policy. Three vendors
quoted on the various items required with Casco Industries, Inc. being the lowest on all
items.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO APPROVE THE
PURCHASE OF CLOTHING, GLOVES AND ACCESSORIES
FOR THE NORTHEAST FIRE DEPARTMENT ASSOCIATION
TECHNICAL RESCUE TEAM WITH GRANT FUNDING
MANAGED BY THE CITY OF GRAPEVINE EMERGENCY
MANAGEMENT DIVISION AND PROVIDING AN EFFECTIVE
DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code Chapter 252, to
make purchases with grant funding; and
WHEREAS, Casco Industries, Inc. provided the lowest quotes for said items forthe
Northeast Fire Department Association Technical Rescue Team; and
WHEREAS,the City of Grapevine Emergency Management Division is outfitting the
Team with clothing, gloves and accessories using grant funding.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Manager, or his designee, is authorized to take all steps
necessary to purchase clothing, gloves and accessories from Casco Industries, Inc. with
grant funding for the total amount of$26,513.28.
Section 3. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 5th day of June, 2012.
