SUBJECT: APPROVAL FOR THE AWARD OF A BEST VALUE ANNUAL
CONTRACT FOR POLICE UNIFORM CLEANING SERVICES
RECOMMENDATION: City Council to consider approval for the award of a best value annual
contract (RFB 490-2019) for Police Uniform Cleaning Services to
Grapevine Cleaners for the Police Department.
FUNDING SOURCE: Upon approval, funds are available in the Crime Control District Fund
account 117-42220-209-2 (Clothing Supplies) for an annual estimated
amount of $26,079.
BACKGROUND: The purpose of this contract is to establish fixed annual pricing for
cleaning Police Department issued uniforms on an as -needed basis for
the department.
The City of Grapevine solicited "Best Value" bids in accordance with Local
Government Code Chapter 252, Subchapter B, Section 252.021 (a) and
Section 252.041 (a). Bids were taken in accordance with the City
Purchasing Policy. Formal bids and advertisements are not required for
purchases under $50,000. The RFBwas issued through the City eBid
system with 12 invitations sent out and three bids were received. The bids
were opened electronically and publicly on August 29, 2019 at 2 pm. The
contract will be for an initial one-year period with four, one-year renewal
options.
