SUBJECT: APPROVAL OF A RESOLUTION FOR AN ANNUAL CONTRACT
WITH RENEWALS FOR COLD MILLING MACHINING
THROUGH AN EXISTING INTERLOCAL COOPERATIVE
PURCHASING AGREEMENT AND AN ESTABLISHED
CONTRACT WITH TARRANT COUNTY, TEXAS
RECOMMENDATION:
City Council to consider approval of a resolution for an annual contract with Dustrol, Inc.
for cold milling machining through an existing Interlocal Cooperative Purchasing
Agreement with Tarrant County, Texas.
FUNDING SOURCE:
Funds are budgeted in account 174-43301-090-000 (Street Maintenance/Capital
Replacement/Transportation Infrastructure Maintenance) for the estimated budgeted
amount of $100,000.00.
BACKGROUND:
Purchases will be made as required and in accordance with an Interlocal Cooperative
Purchasing Agreement with Tarrant County as allowed by the Interlocal Cooperation Act,
Texas Government Code, Chapter 791 and Texas Local Government Code, Section
271.101 and 271.102 and satisfies all bidding requirements. Council approved the
agreement with Tarrant County on October 3, 2000.
Tarrant County solicited bids on Bid No. 2012-066 from which they awarded a contract
to Dustrol, Inc and TexOp Construction. This contract includes two, one-year renewal
options after the initial year. The initial contract period will begin on May 16, 2012 and
will end on April 2, 2013 to coincide with their contract period. We will only contract with
Dustrol, Inc. since they are the low bid for the services we need. (Bid tabulation
attached)
The Public Works Department reviewed the contract for specification compliance and
pricing and determined that the contract would provide the best service and pricing for
meeting the needs of the City.
With over eight different public entities participating in this cooperative contract, the
collected volume has helped secure a lower cost. Dustrol, Inc. has provided this service
to the City in the past with satisfactory results.
Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE,TEXAS,AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
COLD MILLING MACHINING SERVICES THROUGH AN
ESTABLISHED INTERLOCAL COOPERATIVE PURCHASING
AGREEMENT AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Interlocal Cooperation Act, Texas Government
Code, Chapter 791 and Texas Local Government Code, Section 271.101 and 271.102 to
enter into an Interlocal Cooperative Purchasing Agreement with other qualified entities in
the State of Texas; and
WHEREAS,the City of Grapevine, Texas has established an Interlocal Cooperative
Purchasing Agreement with Tarrant County, Texas and wishes to use established
contracts meeting all State of Texas bidding requirements; and
WHEREAS, Tarrant County,Texas has established a contract with renewal options
with Dustrol, Inc., contract #2012-066, for cold milling machining services; and
WHEREAS, the City of Grapevine's Public Works Department requires these
services for the City's needs.
NOW, THEREFORE, BE 11 IF RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the annual
purchase with renewal options for cold milling machining services from Dustrol, Inc.
through an Interlocal Cooperative Purchasing Agreementwith Tarrant County,Texas foran
estimated annual amount of$100,000.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said products and services.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 15th day of May, 2012.
