SUBJECT: APPROVAL TO RENEW AN ANNUAL CONTRACT FOR THE
PURCHASE OF WATER TREATMENT CHEMICALS
RECOMMENDATION:
City Council to consider renewal of an annual contract to DPC Industries, Inc., Altivia
Corporation, Univar USA, Harcros Chemicals and Fort Bend Services, Inc. for water and
wastewater chemicals used by the Water and Wastewater Treatment Plants. The total
annual cost will be limited to the budgeted amount for this service.
FUNDING SOURCE:
Funds are available in account 200-42205-531-2 (Utility Enterprise Fund/Grounds
Maintenance/Water Treatment) for an estimated amount of $426,899.00 and 200-
42205-530-2 (Utility Enterprise Fund/Grounds Mai ntenance/Wastewater Treatment) for
an estimated amount of$60,576.00.
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement posted in the
Fort Worth Star-Telegram on April 9, 2009 and April 16, 2009. Bids were issued to 15
vendors, with nine vendors responding to the invitation. Five vendors were awarded
various items based on being the lowest, responsible and responsive bidder.
This bid required fixed annual pricing with four optional, one-year renewals to provide
various water and wastewater chemicals used in the daily operations of the water and
wastewater treatment plants. With the exception of Simply Aquatics, all of the
responding vendors met the requested qualifications and specifications of the bid.
Simply Aquatics did not meet the Vendor Qualifications outlined in the bid, due to
references obtained. Council approved awards to those vendors who were lowest on
each item. This renewal option would be the third, with one optional year remaining.
Staff recommends approval.
