SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
SOCCER FIELD SPRIG PLANTING SERVICES THROUGH AN
INTERLOCAL PARTICIPATION AGREEMENT WITH THE LOCAL
GOVERNMENT PURCHASING COOPERATIVE (BUYBOARD)
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of soccer field sprig
planting services from Landscapes Unlimited, LLC through an interlocal participation
agreement with the Local Government Purchasing Cooperative (Buyboard).
FUNDING SOURCE:
Funding for this purchase is currently available in account 174-74015-055-000 (Infield
Replacement, Athletic Field Maintenance) for the amount not to exceed $34,159.00.
BACKGROUND INFORMATION:
This purchase will be made in accordance with an existing interlocal participation agreement
with the Local Government Purchasing Cooperative(Buyboard)as allowed by Texas Local
Government Code, Section 271.102, Cooperative Purchasing Program.
Bids were taken by the cooperative and a contract was awarded to Landscapes Unlimited,
LLC under contract number 391-12. Parks and Recreation staff reviewed the contract for
specification compliance and pricing and determined that the contract would provide the
best product and pricing for meeting the needs of the City. The Cooperative Purchasing
Agreement satisfies all bidding requirements under the Texas Local Government Code.
This purchase is for the renovation of Meadowmere Soccer Complex fields 1-6. This will
include the scraping of the old sod and the sprigging of Bermuda 419. This will improve the
quality of the turf at Meadowmere Soccer Complex.
Staff recommends approval.

• This proposal is based on non union and non prevailing wages.

All pricing for this project is based upon current commodity pricing in effect as of 4/18/12.Any fluctuations in pricing or supply that increases or

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE,TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
SOCCER FIELD SPRIG PLANTING SERVICES THROUGH
AN ESTABLISHED INTERLOCAL AGREEMENT AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a Cooperative Purchasing Program Agreement with other qualified entities in
the State of Texas; and
WHEREAS, the Local Government Purchasing Cooperative (Buyboard) is a
qualified purchasing cooperative program as authorized by Section 271.102 of the Texas
Local Government Code; and
WHEREAS, the City of Grapevine, Texas has established an Interlocal Participation
Agreement with the Local Government Purchasing Cooperative (Buyboard)and wishes to
use established contracts meeting all State of Texas bidding requirements; and
WHEREAS, the Local Government Purchasing Cooperative (Buyboard) has
established a contract with Landscapes Unlimited, LLC, contract #391-12, for
Indoor/Outdoor& Sports Surface Flooring Products; and
WHEREAS, the City of Grapevine Parks and Recreation Department has a need to
purchase soccer field sprig planting services.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of soccer field sprig planting services from Landscapes Unlimited, LLC through an
Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard) for
an amount not to exceed $34,159.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of soccer field sprig planting services.
Section 4. That this resolution shall take effect from and after the date of its
passage.
