HomeMy WebLinkAboutItem 10 - Lake Parks Boat RampsMEMOTO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: DECEMBER 17, 2019 SUBJECT: APPROVAL FOR THE PURCHASE OF AUTOMATED PARKING STATIONS FOR LAKE PARKS BOAT RAMPS RECOMMENDATION: City Council to consider approval for the purchase of automated parking stations for Lake Parks boat ramps from Mitchell Time & Parking for the Parks and Recreation Department. FUNDING SOURCE: Fundind for this purchase is currently available in the Lakes Park Fund 119 for a total amount not to exceed $53,160. BACKGROUND: This purchase is to replace the old and outdated "honor vault" pay system at Grapevine Parks and Recreation managed boat ramps on Grapevine Lake. The current cash handling system does not meet current cash handling protocols. The proposed automated pay stations will eliminate the need and risk associated with cash pick-up removing the chance of theft, reduce human error, expedite reconciliation reports and better integrates monitoring efforts between Finance, Police, and Parks and Recreation. The automated parking stations are solar powered so there is no added cost to run power or additional electricity fees. This purchase will be made in accordance with an existing interlocal agreement with the Region 14 Education Service Center in Texas through the National Cooperative Purchasing Alliance (NCPA) Program as allowed by Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791. Bids were taken by the cooperative and a contract was awarded to Mitchell Time & Parking. The Parks and Recreation Department and Purchasing staff reviewed the contract for departmental specification compliance and pricing and determined that the contract would provide the best product, service and pricing for meeting the needs of the City.
