SUBJECT: APPROVAL FOR THE AWARD OF ANNUAL CONTRACTS FOR RFB
492-2020 FOR HOT MIX ASPHALT
RECOMMENDATION: City Council to consider approval of annual contracts for hot mix asphalt
with Austin Asphalt, Reynolds Asphalt and Sunmount Paving for the Public
Works Department.
FUNDING SOURCE: Funding for these contracts is currently available in account 174-43301-
415-090 (Street Maintenance/Capital Replacement/Transportation
Infrastructure Maintenance) for an annual estimated amount of $400,000.
BACKGROUND: The purpose of this contract is to establish fixed indefinite quantity annual
pricing for hot mix asphalt. The Public Works Street Department will use
this material for street repairs and road construction projects. Material will
be picked up at the plant or delivered to jobsite locations on an as -needed
basis.
Bids were taken in accordance with Local Government Code Chapter 252,
Subchapter B, Section 252.021 (a) and Section 252.041 (a).The bid
advertisement was posted in the Fort Worth Star Telegram on October 24,
2019 and October 31, 2019. RFB 492-2019 was issued through the City
eBid system with 769 invitations sent out. Sixteen vendors viewed and
downloaded the RFB and three bids were received.The bid was opened
electronically and publicly on November 14, 2019 at 2 pm. The contract
will be for an initial one-year period, with four one-year renewal options
available.
Based on the evaluation of the bid by the Public Works Department and
Purchasing it was determined that a non-exclusive award be made to all
responsible and responsive bids meeting specifications to ensure
availability of materials without interruption of road projects.
Staff recommends approval.
