HomeMy WebLinkAboutItem 09 - Election Services MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER w.. MEETING DATE: APRIL 17, 2012 SUBJECT: ELECTION SERVICES CONTRACT FOR MAY 12, 2012 CITY OFFICER ELECTION RECOMMENDATION: Staff recommends the City Council adopt a resolution amending Resolution No. 2012-02 calling the 2012 City Officers Election for Saturday, May 12, 2012 and authorizing a contract between the City and Tarrant County for election services and equipment. FUNDING SOURCE: Funding is available in the City Secretary's Election Account 100-44540-103-1. BACKGROUND: The joint election contract with Tarrant County provides for election services and equipment for the 2012 City Officers Election. The Community Activities Center, 1175 Municipal Way, will host Early voting by personal appearance, in addition to Election Day voting. Those positions placed on the ballot are Mayor, and City Council Places 1 and 2. Early voting and Election Day voting will be conducted in compliance with the Texas Election Code. The 2002 Help America Vote Act, "HAVA", provides that voting systems must be accessible for individuals with disabilities in a manner that provides the same opportunity for privacy and independence as other voters. Therefore, each polling place must have at least one Direct Recording Electronic System (DRE) available. Contract provides: • Tarrant County will supply all required voting equipment and personnel • Grapevine voters will be able to early vote at any of the early voting locations within Tarrant County • Election Day voting in Grapevine at one polling location allows citizens to cast their ballot in both the City and school district elections • Cost to the City of up to $6,500, estimate based on previous election costs Due to the re-precincting/redistricting process, Tarrant County is experiencing some difficulty finalizing the cost estimates for the contracting cities since calculations are based upon voter registration totals at the Election Day polling places. Staff anticipates delivery of the final contract and cost estimate by Tuesday morning and will then forward to Council prior to the meeting. April 12,2012(3:50PM) The Order of Election is being amended to include all of Tarrant County's early voting locations.
