UPDATE OF GRAPEVINE COMMERCIAL DISTRICT Township Restoration Coordinator Hugo Gardea advised that the Grapevine Heritage Foundation resubmitted the Grapevine Commercial Historic District nomination (both the 1992 district and the 1997 extension) as listed on the National Register of Historic Places. The restoration of the Palace Theatre and Buckner Cash Grocery Store, in addition to other rehabilitation projects on Main Street, encouraged the Foundation to consider resubmittal of the improvements within our historic district. There was no action taken by the City Council. ITEM 2. DISCUSS BUILDING HEIGHT AND SETBACKS FOR MULTI-FAMILY ZONED PROPERTY Development Services Director Hardy advised that Mr. Jerry Stone of Duke Incorporated has requested consideration of an amendment to the Grapevine Code of Ordinances, 03/05/02 Appendix D, Zoning Ordinance No. 82-73, Section 21 "R-MF-1" Multifamily District ,....... Regulations. He requested that the Code be modified to expand the criteria relative to the locational distance from the Grapevine Mills Mall to the City Limits of the Town of Flower ,... Mound for apartments with reduced building separation and building height. The consensus of the City Council was to advertise for the proposed amendment to the zoning ordinance. No formal action was taken by the City Council. ITEM 3. DISCUSS RESIDENTIAL GRILLS AT APARTMENT AND HOTEL BUILDINGS Fire Chief David Anderson reviewed the proposed ordinance regulating the use of residential barbecue grills within 10 feet of any apartment or hotel patios. Discussion ensued in support of prohibiting open fires on patios, but concerns were expressed that there were no exceptions to the proposed ordinance relative to allowing electric grills on patios. There was no action taken by the City Council. EXECUTIVE SESSION Mayor Tate announced the City Council would conduct a closed session regarding: (A) conference with City Manager and Staff to discuss and deliberate commercial and financial information received from business prospects the City seeks to have locate and expand in the City; with which businesses the City is conducting economic development negotiations under Section 551.086, Texas Government Code. Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there was any action necessary relative to the closed session. City Manager Roger Nelson stated there was no action necessary relative to the Executive Session. Mayor Tate to recognize Representative Vicki Truitt for assistance in obtaining the Texas Transportation Enhancement Grant. 2. Arts Council of NorthEast Tarrant County to express appreciation to Grapevine for bringing the arts to the citizens of Grapevine. NEW BUSINESS 3. Consider a resolution extending GrapeFest to a four-day festival, consider a resolution setting new admission fees for City festivals and take any necessary action. CONSENT AGENDA Consent items are deemed to need little Council deliberation and will be acted upon as one business item. Any member of the City Council or member of the audience may request that an item be withdrawn from the consent agenda and placed before the City Council for full discussion. Approval of the consent agenda authorizes the City Manager, or his designee, to implement each item in accordance with Staff recommendations. 4. Consider an ordinance abandoning a 20-foot wide sanitary sewer easement located at 1600 West Northwest Highway. Public Works Director recommends approval. 5. Consider an ordinance amending the Grapevine Code of Ordinances, Chapter 11 Fire Protection and Prevention, Article III Fire Code by the addition of a section regulating residential barbecue grills within ten feet of apartment or hotel buildings. Fire Chief recommends approval. 6. Consider granting an extension of the closing date for the sale of 204 South Dooley Street to March 29, 2002 with a provision for a ten-day extension at Staffs discretion. Development Services Director recommends approval. 7. Consider renewal of Bid 78-2001 Water Meters Annual Contract to Hughes Supply. Public Works Director recommends approval. 8. Consider award of Bid 119-2002 Meadowmere Park Improvements, a Lake Use Agreement with Lonesome Dove Ranch and funds to relocate the utility lines in the park. Parks & Recreation Director recommends approval. 9. Consider award of Bid 120-2002 Tree Maintenance Services Annual Contract to Trees, Inc. as primary supplier and Asplundh Company as secondary supplier. Parks & Recreation Director recommends approval. 10. Consider renewal of Bid 47-2000 Janitorial Cleaning at Park Facilities Annual Contract to Mary Lou Gilmore. Parks & Recreation Director recommends approval. 11. Consider renewal of Bid 44-2000 Mowing Services Annual Contract to VMC Landscaping. Parks & Recreation Director recommends approval. 12. Consider the minutes of the February 19, 2002 City Council meetings as published. City Secretary recommends approval. ITEM 1. RECOGNITION OF REPRESENTATIVE VICKI TRUITT Mayor Tate presented Representative Vicki Truitt with a plaque of recognition for assisting the City of Grapevine in obtaining a $1.2 million Texas Transportation Enhancement Grant for the Oak Grove Pedestrian Trail. The trail will link the C. Shane Wilbanks Trail with the future Dove Loop East Trail and Historic Downtown Grapevine. Parks & Recreation Director Doug Evans expressed his appreciation to Representative Truitt and Council Member Freed for their assistance in obtaining the grant. Representative Truitt expressed her appreciation to the City of Grapevine. 03/05/02 ITEM 2. NORTHEAST TARRANT COUNTY PRESENTATION Ms. JoAnn Rogers, representing the Arts Council of Northeast Tarrant County, expressed the Arts Council's appreciation to the City for its participation in bringing the arts to the citizens of Grapevine. She presented a plaque of recognition to Mayor Tate and the City Council on behalf of the Arts Council. ITEM 3. RESOLUTIONS, EXTENDING GRAPEFEST 2002 AND SETTING FESTIVAL ADMISSION FEES Convention &Visitors Bureau Director P. W. McCallum requested approval of a resolution extending GrapeFest 2002 to a four-day event that would include Thursday. The increased hours would be more attractive to sponsors and advertisers, allow an increase in attendance without increased congestion, provide additional opportunities for tour packaging and additional hotel room nights. Mr. McCallum stated that all day Thursday and until 5:00 p.m. on Friday would be free to festival attendees. He noted that after GrapeFest 2002 and the financial data is available, Council would evaluate the effectiveness of the additional day and whether or not to proceed with a four-day GrapeFest in 2003 and beyond. Mr. McCallum also requested approval of a resolution increasing the admission fees for festivals. The adjustment in admission pricing would provide events with high entertainment value for attendees, as well as earn funds for the note payment for the Palace Arts Center Restoration Project. Oz.4L40 Brief discussion ensued relative to monitoring vendor parking along College Street and the effect on the merchants between Wall Street and Northwest Highway with the festival fencing at the intersection of Main and Wall Streets. Mr. McCallum advised that those concerns and issues would be evaluated following the 2002 festival. Council Member Johnson, seconded by Council Member Stewart, offered a motion to approve the resolution extending GrapeFest 2002 to a four-day festival. The motion prevailed by the following vote: Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed Nays: None RESOLUTION NO. 2002-06 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS ENDORSING THE EXTENSION OF THE GRAPEFEST FESTIVAL TO A FOUR-DAY FESTIVAL, THURSDAY THROUGH SUNDAY AND PROVIDING AN EFFECTIVE DATE 2 03/05/02 Mayor Pro Tern Ware, seconded by Council Member Freed, offered a motion to approve the resolution setting new admission fees for city festivals. The motion prevailed by the following vote: Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed Nays: None RESOLUTION NO. 2002-07 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AMENDING SECTION 2 OF RESOLUTION NO. 96-43, ADOPTED SEPTEMBER 3, 1996, RELATIVE TO GATE ADMISSION FEES DURING CITY FESTIVALS; AND PROVIDING AN EFFECTIVE DATE CONSENT AGENDA The next order of business for the City Council to consider was the consent agenda items, which were deemed to need little or no discussion and were acted upon as one business item. Mayor Tate asked if there was any member of the audience or the City Council who wished to remove an item from the consent agenda for full discussion. City Manager Nelson removed Item 5 Ordinance, Amend Chapter 11 Fire Protection and Prevention from the agenda. Council Member Wilbanks removed Item 8 Award Bid 119-2002 Meadowmere Park Improvements; Lake Use Agreement with Lonesome Dove Ranch; and Funding for Relocation of Utility Lines from the consent agenda. Item 4. ORDINANCE, AMEND CHAPTER 11 FIRE PROTECTION AND PREVENTION This item was removed from the agenda by City Manager Nelson. There was no action taken by the Council regarding the proposed ordinance amending the Grapevine Code of Ordinances, Chapter 11 Fire Protection and Prevention, Article III Fire Code relative to regulating residential barbecue grills within ten feet of apartment or hotel buildings. Item 6. AWARD BID 119-2002 MEADOWMERE PARK IMPROVEMENTS; LAKE USE AGREEMENT WITH LONESOME DOVE RANCH; AND FUNDING FOR RELOCATION OF UTILITY LINES This item was removed from the consent agenda by Council Member Wilbanks. Parks & Recreation Director recommended approval of the award of Bid 119-2002 Meadowmere Park Improvements to the lowest and best bidder meeting specifications, Dean Construction, for a base bid of$420,119.80 and $55,378.00 in add/deduct items for a total bid of$475,497.80; approval of a Lake Use Agreement with Lonesome Dove Ranch for storage of irrigation water for Meadowmere Park; and approval of funds in the amount °T 4 03/05/02 of$52,606.43 for Tri-County Electric to relocate utility lines in the park. Council Member Wilbanks offered a motion for approval with an amendment to the Lake Use Agreement, Section III that a metering devise for water pumped into and/or out of the lake be installed at the beginning of the agreement. Council Member Spencer offered a second to the motion which prevailed by the following vote: Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed Nays: None Item 9. Award Bid 120-2002 Tree Maintenance Services Annual Contract Parks & Recreation Director recommended award of Bid 120-2002 Tree Maintenance Services Annual Contract to Trees, Inc. as primary supplier and Asplundh Company as secondary supplier.
