The City Council of the City of Grapevine, Texas met in Special Workshop Session on
this the 26th day of October, 1993 at 6:30 p.m. in the Board Room of the D/FW
Airport Hilton and Executive Conference Center, 1800 Highway 26 East, with the
following members present to-wit:
Ted R. Ware Mayor Pro Tem ;
Sharron Spencer Council Member
Gil Traverse Council Member
Jerry L. Pittman Council Member '
not constituting a quorum, with Mayor William D. Tate, Council Member C. Shane
Wilbanks, and Council Member Will Wickman absent, with the following members of
the City Staff:
Trent Petty City Manager
John F. Boyle, Jr. City Attorney g
H. T. Ha�dy Community Development Director
Douglas Evans Parks & Recreation Director
Michael Webb Interim Internal Services Director
CALL TO ORDER
Mayor Pro Tem Ware called the workshop to order at 6:40 p.m. He announced there '
was not a quorum of the City Council present and there would not be any action
taken by the City Council.
City Manager Trent Petty led the City Council in discussion of the following items:
economic development marketing; Paragon Cable franchise negotiations (begin in
January, 1994); schematic design for Big Bear Creek and the linear park system; and
local festivals update.
ADJOURNMENT
Council Member Pittman, seconded by Council Member Spencer, offered a motion to
adjourn the workshop at 9:20 p.m. The motion prevailed by the following vote:
Ayes : Ware, Spencer, Traverse & Pittman
Nays : None
Absent : Tate, Wilbanks & Wickman ;

relative to pending or contemplated litigation (relative to Dallas/Fort Worth

The City Council of the City of Grapevine, Texas met in Special Session on this the
26th day of October, 1993 at 6:00 p.m. in the Council Chambers - Municipal Court
Room #205, 307 West Dallas Road, with the following members present to-wit:
Ted R. Ware Mayor Pro Tem
Sharron Spencer Council Member
Jerry L. Pittman Council Member
Will Wickman Councit Member
a not constituting a quorum, with Mayor William D. Tate, Council Member C. Shane

Also present was Robert H. Power, Special Counsel to the City relative to airport
expansion litigation.
CALL TO ORDER
Mayor Pro Tem Ware called the meeting to order at 6:05 p.m.
ITEM 1 . EXECUTIVE SESSION
Mayor Pro Tem Ware announced in the p�esence of the four (4) members of the City
Council and in the presence of Robert H. Power, Special Counsel, and the public that
a closed session would take place for the purpose of being briefed by Special Counsel
Power regarding pending or contemplated litigation (relative to Dallas/Fort Worth
International Airport Board's decision relative to proposed Runway 16/34 West) under
amendments to Article 6252-17, Subsection 2(e). He stated there would not be any
action contemplated after the briefing session as there was not a quorum of the City
Council present.
Upon reconvening in open session in the Council Chambers, City Manager Trent Petty
stated there was not a quorum of the City Council present; therefore, no action was
necessary relative to pending or contemplated litigation (relative to Dallas/Fort Worth
International Airport Board's decision relative to proposed Runway 16/34 West) under
amendments to Article 6252-17, Subsection 2(e). He requested direction from the

City Council as to when a resolution that would join the Cities of Euless and Irving in
seeking an injunction enjoining further construction of Runway 16/34 East at
Dallas/Fort Worth Intemational Airport should be placed on an agenda. Mayor Pro
Tem Ware requested the resolution be placed on the November 2, 1993 agenda.
ADJOURNMENT
Council Member Pittman, seconded by Council Member Spencer, offered a motion to
adjourn the informal briefing discussion at 6:20 p.m. The motion prevailed by the
following vote:
Ayes : Ware, Spencer, Pittman & Wickman
Nays : None
Absent : Tate, Wilbanks & Traverse
