City Council to consider a resolution authorizing the City Manager to enter into an agreement with National Values Center, Inc. for educational services and take any necessary action. Lin a Huff City Secretary STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The City Council of the City of Grapevine, Texas met in Special Session on this the 18th day of November, 1993 at 7:00 p.m. in Concord II of the Grapevine Convention Center, 1209 South Main Street, with the following members present to-wit: William D. Tate Mayor Ted R. Ware Mayor Pro Tem Sharron Spencer Council Member C. Shane Wilbanks Council Member Gil Traverse Council Member Jerry L. Pittman Council Member constituting a quorum, with Council Member Will Wickman absent, with the following members of the City Staff: ' Trent Petty City Manager John F. Boyle, Jr. City Attorney , Linda Huff City Secretary , � � ' with members of the Colleyville City Council and members of the Grapevine/Colleyville ; Independent School Board present. CALL TO ORDER Mayor Tate called the meeting to order at 7:10 p.m. ' INVOCATION Mayor Pro Tem Ted R. Ware delivered the Invocation and the led the Pledge of ; Allegiance. ITEM 1 . RESOLUTION, ESTABLISHING THE GRAPEVINE COLLEYVILLE '� INITIATIVE � City Manager Trent Petty welcomed the Colleyville City Council and the i Grapevine/Colleyville Independent School Board to the joint meeting of the entities to � address the racial issues facing the communities. Statements were made by � Grapevine Mayor William D. Tate, Board President Mike Davis, and Colleyville Mayor ' Richard Newton regarding the historically significant proactive meeting of the three � entities to address the racial concerns facing the communities of Grapevine and � Colleyville. ' � � � � 11/18/93 City Manager Petty introduced Dr. Don Beck, Ph.D. and Mr. Christopher Cowan, of National Values Center, Inc., to briefly present a program that would assist Grapevine, Colleyville and the School District to begin a process for effective solutions to deal directly with present racial tensions and point toward mid-term and long range remedies. Short term action would deal with stabilizing the situation in the schools and assure the safety of the students to maintain a positive, constructive learning environment. Mid-term action would be training programs for faculty, community leaders, religious leaders, business communities, and civic organizations to all work together for the betterment of the community and youth. Long term action would be to build an ongoing, self-sustaining process that produces positive synergy. Mr. Charles Young 4105 Mockingbird Lane 4322 Mercury Colleyville Grapevine �� Ms. Peggy Engholm 2316 Mockingbird Drive Grapevine City Manager Petty read the proposed resolution into the record: ---------------------------------------------------------------------------------------------------------------------- WHEREAS, the Grapevine-Colleyville Independent School District, the City of Grapevine and the City of Colleyville represent citizens and students of diverse ethnic and cultural backgrounds that have historically united for the sake of the betterment of these cities and schools; and WHEREAS, it is the intention of the Grapevine-Colleyville Independent School Board, the Grapevine City Council and the Colleyville City Council to work together to maintain schools and communities that are free of the ignorance represented by racism and prejudice; and WHEREAS, recent incidents involving youth in these cities and schools point to a need to provide a unified, comprehensive effort to rid our schools and communities of racial intolerance both short and long term. � I � i i , ', 2 � � � f ! I 11/18/93 ! � NOW, THEREFORE, BE IT RESOLVED BY THE GRAPEVINE- � COLLEYVILLE INDEPENDENT SCHOOL DISTRICT BOARD, CITY COUNCIL OF THE CITY OF GRAPEVINE AND THE CITY COUNCIL OF THE CITY OF COLLEYVILLE: Section 1 . That the GRAPEVINE COLLEYVILLE INITIATIVE is hereby created to provide coordination, education and an action plan to enhance social awareness and to support such core ethical values as I character, trustworthiness, mutual respect, individual responsibility, fairness, caring and citizenship in students and citizens of Grapevine and i Colleyville. i k Section 2. That the GRAPEVINE COLLEYVILLE INITIATIVE values � highly the many activities and programs that have already been initiated i to address these problems and will rely heavily on these ideas and ; programs to supplement and complement the efforts of the GRAPEVINE ; COLLEYVILLE INITIATIVE. � Section 3. That the GRAPEVINE COLLEYVILLE INITIATIVE will be funded 50% by the Grapevine-Colleyville Independent School District, 25% by the City of Grapevine and 25% by the City of Colleyville. ' Section 4. That the Superintendent of Grapevine-Colleyville Independent School District, the City Manager of the City of Grapevine, '; and the City Manager of the City of Colleyville are individually authorized ; by their respective elected bodies to negotiate an agreement with a suitable firm or agency capable of providing these services and to solicit financial support from appropriate funding foundations to reduce the cost ; to local governmental bodies. � Section 5. That the Grapevine-Colleyville Independent School � District, the City of Grapevine and the City of Colleyville may individually " at any time vote to terminate their relationship with the GRAPEVINE � COLLEYVILLE INITIATIVE. -------------------------------------------------------------------------------------------------------------------- ' Mayor Tate requested the City Council of Grapevine consider the proposed resolution for adoption. i Council Member Spencer, seconded by Council Member Wilbanks, offered a motion i to adopt the resolution as presented. The motion prevailed by the following vote: ' i � Ayes : Tate, Ware, Spencer, Wilbanks, Traverse, and Pittman Nays : None Absent : Wickman ' I i i 3 j i I -- 11/18/93 � JOINT RESOLUTION N0. 93-46 A JOINT RESOLUTION OF THE GRAPEVINE-COLLEYVILLE INDEPENDENT SCHOOL DISTRICT BOARD, CITY OF GRAPEVINE CITY COUNCIL AND CITY OF COLLEYVILLE CITY COUNCIL JOINTLY ESTABLISHING THE GRAPEVINE COLLEYVILLE INITIATIVE TO INCREASE SOCIAL AWARENESS AND RACIAL SENSITIVITY; AND PROVIDING AN EFFECTIVE DATE � � ; The Grapevine/Colleyville Independent School Board unanimously adopted the r resolution. � The Colleyville City Council could not take any formal action as their City Charter � requires all meetings of the Council to be conducted in the Colleyville Council �: Chambers.
