E � �: � Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there £ was any action necessary relative to the closed session. City Manager Trent Petty � � stated there was no action necessary relative to [A] real estate. e t k Regarding [B] real property relative to negotiations or gifts, grants and loans relative � to the winery industry under amendments to Article 6252-17, Subsection 2(f), City � s Manager Petty made the following statements. The City of Grapevine has seen significant events occur in Grapevine within the last six months pertaining to the winery industry: completion of a successful legislative session that will allow Grapevine to accomplish some things with the winery industry that no other City in Texas can do, completing a very successful GrapeFest Celebration, and the purchase F of land by wineries within the City. Grapevine has been known for its commitment to growth--controlled, orderly, and planned. Within the context of all the attention and positive events that relate to the winery industry and the possible incorporation of Grapevine in the overall viticulture world, Mr. Petty requested authorization to . submit a grant application to the Texas Department of Agriculture in the amount of ; S45,000.00 that would be used to develop a feasibility study to look at the best � mechanisms to: attract wineries, support the industry should it come to Grapevine, ; and most importantly--continue coordinated and planned development of this industry = c as well as any other industry that has come to the City in the past. Council Member Pittman, seconded by Council Member Spencer, offered a motion to authorize the City Manager to submit an application to the Texas Department of Agriculture for the 545,000.00 grant. The proposed ; ' budget requires a tax rate of 5.4250 and sets the General Fund at S 16,486,907.00. � Tax revenues in the General Fund are not expected to increase dramatically, sales ; taxes are expected to rise 10% over Fiscal Year 1993 (FY93). Total budgeted ; revenues in the General Fund indicate an 11 % increase above FY93, while ; expenditures are budgeted to increase 8.84%. FIRST PUBLIC HEARING. PROPOSED ANNEXATION, NORTHWEST , i GRAPEVINE � ' � Mayor Tate declared the public hearing open. I � F Community Development Director H. T. Hardy stated this was the first of two required public hearings for the annexation of approximately 300 acres of property located in i ' an unincorporated area between northwest Grapevine and northeast Southlake. ; Mr. Hardy reported 33 acres are on U. S. Army Corps of Engineers property with the � � remaining 257 acres being privately owned. The annexation of the parcel will create ' ; additional needs for services, but will not require budget changes for Fiscal Year � 1994. The area is currently served by the Grapevine Fire and Police Departments and � the City will investigate interlocal agreements with Southlake to provide services in ; � the annexed area where appropriate. There are no plans to provide water and sewer ' ; services to the area until development occurs, at which time the developer will have ' r to provide service to the area. Mr. Hardy advised that all property annexed into the + City is automatically zoned "R-20" Single-Family Residential District. k : i '', There were no questions from the City Council. � i Mayor Tate invited guests present to comment regarding the proposed annexation. ; The following citizens addressed the City Council: � i ' Mr. James Freeman, 2499 Lonesome Dove Road, expressed his concem regarding � homeowners on fixed incomes and the cost to tie into sewer and water, as well as the � taxes. City Manager Petty responded that the City of Grapevine would work with the � City of Southlake to obtain interlocal agreements to provide the needed sewer, water ; � and other services that are needed in the area to be annexed. He stated that when j development occurs in the area, residents would then be able to tie into the City lines i and taxes are S.4250 per 5100.00 valuation. � � � Mr. Bobby Beard, 1406 Laguna Vista, questioned whether the small store he has ' owned in the area for twenty years would be able to have off-premise wine sales I' along with the off-premise beer sales. City Attomey John F. Boyle, Jr. advised that the wine referendum was held only for the City limits of the City of Grapevine and ! that the proposed area to be annexed was not in the City limits of Grapevine on the ; date of the election (August 28, 19931; therefore, off-premise wine sales would not ' ; be allowed. Mr. Boyle also noted that any new businesses in the annexed area would i not be allowed to have off-premise wine sales. Mr. Beard expressed his ' �'� dissatisfaction that the City Council would not be able to allow him to have off- � � R ; � � 3 � ( � � i ; 09/14/93 � � � premise wine sales. The City Council assured him that decision was not under their � jurisdiction, but determined by State law. a s Mr. Phil Parker, 508 Bluebonnet (a property owner in the area), stated his support of d the proposed annexation. � i Mr. David Drennan, 1589 Gravel Circle, stated he was against being annexed by the � City of Grapevine and requested assurance that sewer and water service would be � i provided to the area. City Manager Trent Petty stated the City would determine the � most cost effective way to provide equitable services to the annexed area and that F the City of Grapevine would work with the City of Southlake through necessary ; interlocal agreements to provide services to the annexed area. ` Ms. Virginia Crawford Light, owner of a boat storage business in the area, inquired ; how the "R-20" Single-Family Residential District Regulations zoning would affect her : business. City Attorney Boyle stated that when property is annexed into the City, it = is recognized that the "R-20" zoning is not permanent and that the property owners ; could institute zoning change cases. The boat storage property would come into the - City as a legal non-conforming use and the business could not be changed or ; expanded until a zoning request and change had been granted by the City Council. � Ms. Gayle Hall, 1304 Mulholland, stated she was not against the annexation of the . property. She questioned whether the sale of property would affect the zoning/use of the property. City Attorney Boyle stated that the sale of property would not affect the use of the property as long as there was a continuation of the business as sold. ; Ms. Hall also stated that she had been informed by the City of Southlake that they would not be allowed to loan or sell water to another municipality as their water comes from the Trinity River Authority and that water to the area to be annexed could be cutoff on a certain date. � Mr. Petty advised those present that the City of Grapevine cannot request any �� interlocal agreements regarding services to the subject property until the property is { annexed into the City of Grapevine. He stated that City Staff would inquire about possible termination of water to the area by the City of Southlake. City Secretary Linda Huff read the following letter into the record: ` ------------------------------------------------------------------------------------------------------------------- To the City of Grapevine: Would you please read this letter at your annexation hearing on September 14, 1993, and September 21, 1993 and enter same in record of your meeting? The proposed annexation includes our property tract 3A2 and our neighbor's 3A in the J. J. Dwight Survey. Twenty years ago, we tried to get Southlake to annex us so that we could get City water, garbage pick-up, etc. They turned us down so much f 4 � I I i i i I 09/14/93 I � i ! for the then City fathers. We told them then that what they would get is exactly k what happened, uncontrolled trash. We have repeatedly talked to Grapevine and � � Southlake utility people about getting water. Then over a year ago, Grapevine and i j Southlake personnel both told us Southlake was going to annex us and that we could ! i expect water in the near future. Now Grapevine jumps in and says we are going to � i annex you, but no water. I suppose no garbage pick-up, no sewer, by the way what does the sentence in the letter mean "water and sanitary sewer service will (sic) at the time of development or re-development of property". Our fence line on the north �� and east is Corps of Engineers property. The south of us is a trailer park already ' developed. As we understand it, much of the property to the east of the trailer park ' I ' ' where Lonesome Dove Ranch Club is located is in the flood plain and cannot be built � on, so who is going to develop what? We aren't doing to redevelop this house we � have lived in 28 years. � � i We have realized for some time one City or the other was going to want the taxes ; from the unannexed property, we don't care to whom we pay the taxes, but, how � about considering this? { Grapevine water and sewer is at least one mile from us. Southlake city water is less ' ' than 300 feet from our driveway. Grapevine garbage pick-up is one mile away, ; Southlake garbage pick-up is less than 300 feet from our driveway. �F � Grapevine fire substation and Southlake fire department are about the same distance ; from us. Southlake police is seen quite often on Lonesome Dove Road and Midway ` Drive. Naturally, I see a Grapevine police car in Meadowmere Park once in awhile, but how often will they be on the above mentioned roads, since to get to us they have i to come approximately two miles through Southlake to get to us. There ain't no other � way. As we have said, we don't mind paying these taxes, but we feel that we would ! be able to get the city services we desperately need (water, sewer, and garbage � pickup being the most important) by being in the City of Southlake. Our neighbor, Ms. � Estella Pinson on tract 3A, indicated to us she feels the same way. We ask that you ; consider allowing Southlake to annex our property, so that we might get the services that we will be paying for. Husband Homer is 67 years old and says he's getting too ; ` old to work on the water well that produces a minimum of water and he also says i '� that if he lives another ten years, he will never see the city services from Grapevine, ; � but the city would be collecting taxes. GRAPEFEST 1993 UPDATE � Ms. Diane Doyne, Convention & Visitors Bureau Director of Special Events, presented a brief report on GrapeFest 1993. She reported there € were approximately 75,000 in attendance, 288 people attended the � Wine Tribute for a profit of S9,000.00, over 50 teams signed up for the GrapeDunk, and over 300 people from all over the United States ; participated in the Tennis Classic. The People's Choice was attended by 2,200 people who sampled and voted on 60 varieties of wines displayed by 13 Texas wineries. She noted there were over 400 volunteers filling 500 slots for the three day festival. She expressed appreciation to the g 1993 GrapeFest Chairman Bruce Crouch for the most successful festival in its seven year history.
