SUBJECT: APPROVAL OF A RESOLUTION FOR OF AN ANNUAL
CONTRACT FOR ROOF PREVENTATIVE MAINTENANCE
THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT
WITH THE COOPERATIVE PURCHASING NETWORK (TCPN)
RECOMMENDATION:
City Council to consider a resolution for an annual preventative maintenance contract
with Weatherproofing Technologies, Inc. through an established interlocal agreement
with The Cooperative Purchasing Network (TCPN).
FUNDING SOURCE:
Funding for this purchase is currently available in account 174-74004-012-000 (Capital
Replacement/Miscellaneous Projects/Roof Program), 210-43350-340-01 (Lake
Enterprise Fund/Golf Course Pro Shop/ Building Maintenance), 200-43350-530-2 (Utility
Enterprise Fund/Water Treatment Billing & Collections/Building Maintenance), in the
amount not to exceed $24,685.60.
BACKGROUND:
This purchase will be made iiin accordance with an existing interlocal agreement with The
Cooperative Purchasing Network (TCPN) as allowed by Texas Local Government Code,
Section 271.102. Cooperative Purchasing Program. Council approved participation in the
cooperative on May 16, 2000.
Bids were taken by the Cooperative and a contract was awarded to Weatherproofing
Technologies, Inc. under contract number R4812. The current contract with TCPN will
expire on September 30, 2012. The TCPN cooperative contract allows an agency to
enter into a contract with Weatherproofing Technologies, Inc. for a one year term before
the TCPN contract expiration date; therefore extending the agency's contract end date
with Weatherproofing Technologies, Inc. which in our case will be in March of 2013.
The Facilities staff reviewed the contract for specification compliance and pricing and
determined that the contract would provide the best preventative inspection and
maintenance program and pricing for meeting the needs of the City. The interlocal
agreement satisfies all bidding requirements under Texas Local Government Code.
This contract will provide a preventative maintenance program to extend the life of the
roofs of before a complete replacement is required. Roof services are completed on an
as-needed basis. A comprehensive roof program is designed to maximize the life of the
roof, decrease repair expenses, and accurately forecast capital needs for roof
replacements.
The preventative maintenance program would include initial inspection and evaluation
to identify maintenance, repair or replacement requirements. The program includes a
database reporting system allowing City Staff to accurately forecast and budget for
current and future repair and replacement needs. Under the current TCPN contract, the
cost of the preventative maintenance program is $0.08 per SF or $24,685.60/annually.
This cost will include roof inspections and evaluations to identify roof conditions and
continue the current preventative maintenance program.
Weatherproofing Technologies, Inc has provided similar work to the City in the past with
satisfactory results.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS,AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
SERVICES FOR ROOF PREVENTATIVE MAINTENANCE
THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT
AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a cooperative purchasing program agreement with other qualified entities in
the State of Texas; and
WHEREAS, The Cooperative Purchasing Network(TCPN)is a qualified purchasing
cooperative program as authorized by Section 271.102 of the Texas Local Government
Code; and
WHEREAS,the City of Grapevine, Texas, has established an Interlocal Agreement
with The Cooperative Purchasing Network (TCPN) and wishes to utilize established
contracts meeting all State of Texas bidding requirements; and
WHEREAS, The Cooperative Purchasing Network (TCPN) has established a
contract with Weatherproofing Technologies, Inc. TCPN contract R4812 for job order
contracting for building maintenance; and
WHEREAS, the City has a need for a preventative maintenance contract to extend
the life of the roofs of the City buildings.
NOW, THEREFORE, BE 11 IF RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of a preventative maintenance contract from Weatherproofing Technologies, Inc. in an
amount not to exceed $24,685.60.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said equipment.
Section 4. That this resolution shall take effect from and after the date of its
passage.
