AM13-03—ZONING ORDINANCE AMENDMENT RELATIVE TO REQUIRING A SPECIAL USE PERMIT FOR NEW PARKING LOTS AND PARKING LOT EXPANSIONS WITHIN THE GRAPEVINE HISTORIC TOWNSHIP DISTRICT RECOMMENDATION: Staff recommends the Planning and Zoning Commission and the City Council considerthe proposed amendment to Section 49, Special Uses relative to requiring a special use permit for new parking lots and parking lot expansions within the Grapevine Historic Township District and take any necessary action. BACKGROUND INFORMATION: At the February 19, 2013 public hearing, one of the requests involved a parking plan that could have allowed the construction of a parking lot within the College Street Historic District. This would have been a more intensive use that would reach into a portion of the district that is somewhat residential in nature. Furthermore, the large parking lot would have consumed a great deal of green space on the historic property, significantly altering the aesthetics of the neighborhood. At a March 5, Council workshop to discuss the matter and a subsequent discussion at a March 1 workshop, it was generally agreed that Council oversight should be required for new parking lots and the expansion of existing parking lots in the downtown area of the city. With that goal in mind, Section 49, Special Uses has been amended to require a special use permit for stand alone new parking lots or the expansion of existing parking lots in excess of fours ces within the Grapevine Historic Township District.
