SUBJECT: ENGINEERING DESIGN SERVICES CONTRACT —WATER
SYSTEM IMPROVEMENTS PROJECT
RECOMMENDATION:
City Council consider approving an Engineering Design Services Contract with Baird,
Hampton & Brown, Inc. in area Bunt of$79,850.00 plus 10% contingencies fort e 2013
Water System Improvements Project, authorize staff to execute said contract, and take any
necessary action.
FUNDING SOURCE:
Funds are available and programmed in the Un-appropriated Utility Fund Balance account
200-48930-534-8-000035WA.
BACKGROUND:
The Water System Improvements Project addresses needs at five locations across the City
that consist of line replace ments/u psizi ng and new lines that will improve system circulation
and reduce water quality issues.
The specific locations targeted in this project are:
• Dooley Street; Silverlake Elementary to Dunn Street
• Dove Loop; Dooley Street to Boyd Drive
• Boyd Drive; Dove Loop to Turner Road
• College Street Crossing of Morehead Branch; Scribner Street to all Street
• Winding Creek Addition network connection to Woodlake Apartments network
We are experiencing repeated line failures in the Dove Loop and Boyd Drive waterlines
and need to replace them with new 8" lines.
The existing College Street waterline crossing Morehead Branch is an old 4" line that is
undersized fort area. Ter I c nt line will be an 8" line to improve circulation in the
area.
The 8" line connecting Woodlake Apartments to Winding Creek Addition will improve
circulation between the two areas and reduce need for periodic line flushing.

The Dooley Street 8" line is a new line that will address staff's concerns fort area north
of Red Bud Drive in northeast Grapevine that is currently served by one 6" waterline.
Failure of this line or the need to shut the line down for maintenance or repair effectively,
shuts off all water tot area. This is especially concerning for fire protection. This new 8"
line will provide a second supply point to the area and relieve this issue.
Staff recommends approval.
