SUBJECT: APPROVAL OF A RESOLUTION TO CONSIDER AWARD OF
RFB 404-2013 FOR THE PURCHASE OF 13 FORD VEHICLES
TO A BIDDER BASED ON THEIR PRINCIPAL PLACE OF
BUSINESS AND REJECTING ALL BIDS FOR A SPECIFIC LINE

RECOMMENDATION:
City Council to consider approval of a resolution to consider award of RFB 404-2013 to
Grapevine For for the purchase of 13 or vehicles based on their principle place of
business and rejecting the low bid for the same vehicles. Also, consider rejecting all bids
for bid line item 8 due to incorrect data provided by manufacturer & vendor in developing
the specifi cations that cannot be met.
FUNDING SOURCE:
Funding fortis purchase is currently available in (Capital Equipment/Machinery
Purchase Fund/Motor Vehicles) Accounts as follows:

in the total amount not to exceed $300,685.22.
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement was posted in
the Fort Worth Star Telegram on February 14 and 21, 2013. The bid was opened
publicly on March 4, 2013.
The bid was issued through the e d system. There were 53 vendors notified of the bid
due to electronic notifications with eight other vendors viewing the bid due tot City's

purchasing website bid notice and bid advertisement. our vendors submitted bids.

Per Section 271.9051 oft Texas Local Government Code, a municipality may award a
bid to a bidder whose principal place of business is in the municipality and whose bid is
within five percent of the lowest bid received from a bidder who is not a resident of the
municipality. The local bidder, Grapevine Ford, offered prices that are within the five
percent range of the lowest non-resident bidder on all bid line items except for line it
8. City officials have determined that the local bidder, Grapevine Ford, if awarded the
contract, offers the best combination of contract price and additional economic
development opportunities for the municipality, including the employment of residents of
the municipality and increased tax revenues to the municipality.
Texas Local Government Code, Section 252.043 (f), allows the rejection of bid line item
8

The Fleet Services division reviewed all bids for specification compliance and
determined that Grapevine or met all specifications as written except for bid line item
8 as noted.
The listed departments received approval to purchase the vehicles in the Vehicle and
Equipment Replacement List for FY 2013 Budget.
Staff recommends approval.

WHEREAS, the City of Grapevine, Texas is a local government in e State of

NOW,THEREFORE, BE IT RESOLVED BY THE CITY IL OF THE CITY
GRAPEVINE, TEXAS:
Section 1. That all matters stated in oe preamble are true correct
are incorporated her in as if copied in their entirety.

Request for Bid 404-2013 to local bidder, Grapevine Ford, for$300,685.22 and rejecting
II bids for bid line item 8.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purc s of said ro ucts and services.
