Boyle, Jr. City Attorney � Linda Huff City Secretary � � CALL TO ORDER Mayor Tate called the special meeting to order at 7:45 p.m. INVOCATION � Mayor Pro Tem Ware delivered the Invocation. � � ITEM 1. WORKSHOP GRAPEVINE PERSONNEL POLICY MANUAL Mayor Tate announced the purpose of the workshop was for the City Council to discuss the proposed Grapevine Personnel Policy Manual. City Manager Mark S. Watson stated the City Charter charges the City Council with the responsibility of setting the personnel compensation plan. He reported the proposed Grapevine Personnel Policy Manual was developed after discussions with and review by the City Staff at all levels and included meetings of the City Administration with the City Council Personnel Committee. The proposed document is presented as sound personnel philosophies for �� the City providing general rules and guidelines in which to operate. He stated the four particular issues of concern to be I; reviewed and discussed are: development of the vacation policy and �' accrual policy, sick leave buy-back provisions, increase in sick ; leave accrual, and topped out employees. i i , ; ; ; i 09/10/91 � I � Mayor Tate invited guests present to comment regarding the proposed � Personnel Policy Manual. The following addressed the City Council: i � Mr. Roger Vinson (Fire Department) distributed an in-house salary ; survey conducted by the firemen that depicted the same salaries as presented in the Council of Government Survey (utilized by the Personnel Department) . The survey indicated that the City's salaries were below those of surrounding area cities. Ms. Lynn Eggers (Convention Center Director) stated she had been � active in the community for 20 plus years and a member of the City Staff since 1987. She stated three of the four employees at the Convention Center make less than $17, 000. 00 per year before taxes i and they never complain that they have been cheated or not paid I fairly. These employees, as well as the other employees of the � ' City, do ask for parity. They trust that the City Council will be � I sure that everyone is treated with dignity and with equality, since ! this has not been the case in the past, as some employees have received increases/bonuses during the year not based on pay for , performance evaluations as the rest of the employees. While loyal i employees at the lower end of the pay scale struggle with higher i insurance and burgeoning cost of living, the Council determines the � 3-5� raise in pay, which for the Convention Center employees f amounts to $2 . 00 per day; yet the upper end of the pay scale receives increases/bonuses amounting to over $1, 000. 00 per month. Ms. Eggers closed by stating that the City of Grapevine has one of the most loyal, capable, professional and able Staffs in existence; therefore, why not lay aside charts, comparison to other cities, etc. , and remember the most important commodity of the City--the people who are the City employees. , Mr. Andy Anderson, 3519 Lakeridge Drive, expressed his support of � the City employees and support for continuation of their current � benefits to maintain well-paid and happy employees. City Manager Watson reported Staff would have a recommendation regarding the topped out employees at the next City Council meeting, as well as a recommendation regarding the merit increases. Discussion ensued that sick leave buy-back for all employees would be brought back to the City Council for consideration at a later date. Staff was directed to conduct an employee survey to evaluate how employees would like the benefit package improved or revised.
