HomeMy WebLinkAboutItem 05 - Community Activities CenterMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER i MEETING DATE: MARCH 4, 2014 SUBJECT: CONSIDER APPROVAL OF THE GUARANTEED MAXIMUM PRICE FROM ADOLFSON & PETERSON CONSTRUCTION FOR THE EXPANSION AND RENOVATION OF THE CAC RECOMMENDATION: Staff recommends the Council approve the Guaranteed Maximum Price from Adolfson & Peterson Construction for the expansion and renovation of the CAC, and the construction of the central utility plant for the Library and CAC in the amount of $25,869,658. FUNDING SOURCE: Funds are available from General Obligation Bonds approved by the citizens of Grapevine in November 2012 totaling $30.1 million. Below is a breakdown of the $30.1 million for the project. 90% Construction Document Guaranteed Maximum Price $25,869,658* Architects and Engineering Fees 3,023,926 Pre - construction Fee — Adolfson & Peterson Construction 65,000 FF & E 772,993 Indoor /Outdoor Playground Equipment Allowance 304,423 Lab Testing Allowance 125,000 ONCOR Rebate (61,000) GRAND TOTAL $30,100,000 *Includes $500,000 contingency or approximately 2 %. The expansion of the CAC was one of the highest priorities of Grapevine residents in the update of the Parks & Recreation Master Plan approved by the Council on May 17, 2011. In the feasibility study the Council authorized on February 7, 2012, the consultant recommended that the expansion include senior activities for a multi - generational facility. Below is a timeline of the expansion and renovation of the CAC. • February 7, 2012 — The Council approved a contract for a Feasibility Study with Pros Consulting for the expansion of the CAC. • November 6, 2012 - Citizens approve $30.1 million in general obligation bonds for the expansion and renovation of the CAC. December 18, 2012 - The Council approved a contract with Barker, Rinker, Seacat Architecture for the design of the expansion and renovation of the CAC and the design of the central utility plant for the CAC and Library. March 19, 2013 - The Council approved an agreement with Adolfson & Peterson Construction for preconstruction services for the expansion and renovation of the CAC and central utility plant. The expansion of the CAC will include aquatics, expanded fitness room, additional programming rooms and senior activities. The current facility is 48,000 sq. ft. The Council authorized an additional 60,000 sq. ft. for an ultimate facility of 108,000 sq. ft. The feasibility study consultant recommended a national standard of two sq. ft. per resident as far as the size of the expanded CAC, so the projected ultimate population of Grapevine at approximately 54,000 residents meets this national standard. Much work has been done by the Council and staff since the Council approved the design contract with Barker, Rinker, Seacat in December 2012. Community feedback has been positive, residents and staff are looking forward to the opening of the facility. In closing, the Ground Breaking Ceremony for the CAC is set for Friday, March 7, 2014 at 9:00 a.m. The Construction Manager has estimated that the construction, other than the aquatics area of the CAC, will take approximately 10 months. The construction of the aquatics will take an additional four months. If everything goes as planned, the CAC should reopen in January 2015 and the aquatics section of the CAC should be open in May of 2015. FOTA
