SUBJECT: RESOLUTION APPROVING SOLE SOURCE PURCHASE OF
RAILROAD CROSSING REPAIRS ON MAIN STREET
RECOMMENDATION
City Council to consider adopting a resolution approving the sole source purchase of
Railroad Crossing Repairs for the Main Street crossing of the Cottonbelt Rail Line from
RAILWORKS Track Systems, Inc. in an amount of $75,275.00, authorize staff to execute
said purchase contract, and take any necessary action.
Funds are available in the FY 2014 Street PCMF Account # 174- 43301 -090

The Main Street crossing of the Cottonbelt Rail Line has severely deteriorated to a point
that it must be repaired.
RAILWORKS Track Systems Inc. is the current Main Line Contractor for Fort Worth and
Western Railroad for maintenance repairs and is the only contractor allowed to perform
maintenance work on this main line. FWWR is allowing this repair project as partial rehab
work to save the City costs. By doing so, rail replacement has been excluded from the
repair and rehab scope.
Additionally, we are avoiding mobilization costs for a tamper unit because RAILWORKS
has one operating in the area and can move it to Grapevine for our repairs.
Work includes new ties for the main track, siding track, and new concrete crossing panels
for the main track and siding track.
City crews will haul off the old crossing components and will make final asphalt repairs
once the crossing has been completed.
Repairs are expected to take 5 working days.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO APPROVE THE
SOLE SOURCE PURCHASE OF RAILROAD CROSSING
REPAIRS AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by Texas Local Government Code Chapter 252,
Subchapter B, § 252.022. General Exemptions (a)(7)(A) to purchase said equipment and
services on a sole source basis; and
WHEREAS, the sole source purchase of these services is with the only firm
authorized to perform maintenance work on the Cottonbelt Rail Line by the Fort Worth and
Western Railroad under a maintenance contract.
NOW, THEREFORE, • • OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the sole
source purchase of railroad crossing repairs on Main Street at the Cottonbelt Rail Line
from RAILWORKS Track Systems, Inc. in an amount of $75,275.00.
Section 3. That the City Council of the City of Grapevine authorizes the
expenditure of $75,275.00 for the project from the 2014 Street PCMF Account #174-
43301 -090.
Section 4. That the City Manager or his designee is authorized to take all steps
necessary to consummate the sole source purchase.
Section 5. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 4th day of March, 2014.
