MEETING DATE: FEBRUARY 21, 2012 SUBJECT: APPROVAL TO AWARD RFP 375-2012, ANNUAL CONTRACT FOR CITY WEBSITE AND CONTENT DEVELOPMENT AND MANAGEMENT SERVICES RECOMMENDATION: City Council to consider award of RFP 375-2012 to Civic Plus for City website and content development and management services. FUNDING SOURCE: Funds for this purchase are available in account 100-44540-120-1 (City Manager/Professional Services) in the amount of$48,093. BACKGROUND INFORMATION: Request for proposals were taken in accordance with Texas Local Government Code Chapter 252.022. Request for Proposal 375-2012 was issued for City Website and Content Management Services. The RFP was opened publicly on January 2, 2012. The purpose of this proposal is to redevelop our City's website. Our goal in this redesign is to incorporate a striking design with intuitive navigation and to provide easier access to information and services that the City provides. Two website firms, Civic Plus and Vision Internet responded to the Request for Proposals and performed web demonstrations to an evaluation committee on February 1St and 2"d The evaluation committee was made up of 11 City staff members from 10 City departments. At the end of the demonstrations,the committee discussed the strengths and weaknesses of each firm and through the evaluation process, ranked the firms.The review committee rated the website firms on technical service, experience, and customer support, maintenance, and warranty. Civic Plus led the firms in the scoring. By partnering with Civic Plus, we will receive unlimited upgrades,24 x 7 continuous support and a redesign of our City website every four years if the contract is renewed. Some of the many features and functionality provided by Civic Plus are: The content management system (CMS) is user friendly and includes easy to update calendars and integration into social networks such as Facebook and Twitter along with many other features. The Project Development consists of the following 10 phases: ■ PHASE : Analysis and Timeline Development ■ PHASE 2: Website Design ■, PHASE 3: Navigation Architecture ■ PHASE 4: Modules and Site Setup ■ PHASE 5: Content Development ■ PHASE 6: Review and Testing ■ PHASE 7: Training ■ PHASE 8: Go-Live and Project Review ■ PHASE 9: Marketing ■ PHASE 10: Ongoing Consultation The project time frame is typically four to seven months.
