SUBJECT: APPROVAL FOR RENEWAL OF A CONTRACT TO PURCHASE
BASEBALL FIELD MATERIAL FROM MASTERTURF
PRODUCTS AND SERVICES, INC.
RECOMMENDATION:
City Council to consider approval to renew a contract for the purchase of baseball field
material from Master Turf Products and Services, Inc.
FUNDING SOURCE:
Funds are available in account 174-74015-055 General Fund/Recreation Facilities
Maintenance/Pants Maintenance in the budgeted amount of$50,000.00.
BACKGROUND:
This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (A) (7) (A).
This request is to renew an annual contract for the purchase of infield soil turf mixture
and conditioner at the City owned baseball and softball fields. The material will be
ordered on an as needed basis to recondition the baseball and softball fields and
replace the infield material.
The Master Seal products recommended were tested on baseball fields in 2007108. The
product material tested very well and as a result, all fields were not closed at any time
during the spring and summer rains. Master Turf Products and Services, Inc. is the sole
provider of the Master Seal products and this product cannot be purchased through
competitive bidding. Council approved Master Turf Products and Services, Inc. as a sole
source vendor and the initial contract with optional renewals on March 1, 2011.
If approved, this contract would be the first of four renewals beginning on March 1, 2012
and ending on February 28, 2013. Master Turf Products and Services, Inc. provided this
service in the past with satisfactory results and are willing to contract for another year
with no increase in the current pricing.
Staff recommends approval.
