1. Budgetary workshop to review financial needs and
requirements for establishing a self-insurance program for '
the City of Grapevine relative to Fiscal Year 1991-1992 and
take any necessary action.

CITY OF GRAPEVINE
The City Council of the City of Grapevine, Texas met in Special
Session on this the 18th day of July, 1991 at 6: 00 p.m. in the
Central Fire Station Training Room, 601 Boyd Drive, with the
following members present to-wit: '
William D. Tate Mayor
Ted R. Ware Mayor Pro Tem
C. Shane Wilbanks Council Member '
Gil Traverse Council Member
Jerry L. Pittman Council Member
Will Wickman Council Member
constituting a quorum, with Council Member Sharron Spencer
absent, with the following members of the City Staff: '
Mark S. Watson City Manager
Trent Petty Assistant City Manager =
Linda Huff City Secretary '
CALL TO ORDER '
Mayor Tate called the meeting to order at 6: 15 p.m.
INVOCATION �
Council Member Wilbanks delivered the Invocation.
ITEM 1. INSURANCE WORKSHOP
Personnel Director Jay Heilman and Risk Analyst Dan Hambrick ,
reviewed the proposed "protected" self-insurance program for ;
Fiscal Year 1991-92 in which the City would partially self-insure
itself against worker's compensation, liability, property and ;
other insurance claims. Mr. Hambrick defined "protected"
self-insurance as a system in which the City retains and handles
the manageable risk within its operations and transfers the
catastrophic risk. Excess insurance is placed with specific and '
excess loss fund features so that the City knows its maximum cost '
in the program. The proposal for "protected" self-insurance will '
be considered by the City Council during the FY92 budget process.
There was no action taken by the City Council.

ADJOURNMENT
Council Member Wilbanks, seconded by Council Member Wickman, made
a motion to adjourn the meeting at 7 : 00 p.m. The motion
prevailed by the following vote:
Ayes . Tate, Ware, Wilbanks, Traverse, Pittman & Wickman
Nays . None
Absent: Spencer
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE,
TEXAS on this the 6th day of August , 1991.
