HomeMy WebLinkAboutItem 10 - Carpet MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: FEBRUARY 7, 2012 SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE AND INSTALLATION OF CARPET FOR CITY HALL THROUGH AN INTERLOCAL PARTICIPATION AGREEMENT WITH THE LOCAL GOVERNMENT PURCHASING COOPERATIVE (BUYBOARD) RECOMMENDATION: City Council to consider approval of a resolution for the purchase and installation of carpet for City Hall from Retail Commercial Flooring Services through an interlocal participation agreement with the Local Government Purchasing Cooperative (Buyboard). FUNDING SOURCE: Funding for this purchase is currently available in account 174-74004-004-000 (Capital Replacement/City Hall Repairs and Maintenance) in the amount of$124,152.25. BACKGROUND: This purchase will be made in accordance with an existing interlocal participation agreement with the Local Government Purchasing Cooperative (Buyboard) as allowed by Texas Local Government Code, Section 271.102, Cooperative Purchasing Program. Bids were taken by the Cooperative and a contract was awarded to Retail Commercial Flooring Services under contract number 310-08. The interlocal participation agreement satisfies all bidding requirements under Texas Local Government Code. This request is for the approval to replace worn down and frail carpet in all offices and hallways in City Hall except the Mayor/Council office. Carpet in high traffic areas has not been replaced in 16 years and have become worn down and frail due to the age and employee traffic. Carpet color and design was presented to the Facilities Committee and approved last year. Retail Commercial Flooring Services has done projects in other City facilities, most recently in the Library and Community Activities Center, with satisfactory results. Staff recommends approval. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE AND INSTALL CARPET FOR CITY HALL THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a Cooperative Purchasing Program Agreement with other qualified entities in the State of Texas; and WHEREAS, the Local Government Purchasing Cooperative (Buyboard) is a qualified purchasing cooperative program as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas has established an Interlocal Participation Agreement with the Local Government Purchasing Cooperative (Buyboard)and wishes to use established contracts meeting all State of Texas bidding requirements; and WHEREAS, the Local Government Purchasing Cooperative (Buyboard) has established a contract with Retail Commercial Flooring Services, contract #310-08, for indoor and outdoor flooring products; and WHEREAS,the City of Grapevine has a need to replace worn down and frail carpet in City NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. ""Fhat all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase and installation of carpet from Retail Commercial Flooring Services through an Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard) for $124,152.25. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said products and services. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 7th day of February, 2012.
