HomeMy WebLinkAboutItem 05 - SCBA DonationMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: MANAGER • MEETING DATE: APRIL 1, 2014 SUBJECT: APPROVAL OF A RESOLUTION FOR THE DONATION OF SURPLUS SELF CONTAINED BREATHING APPARATUS AND OTHER SURPLUS SCBA SUPPLIES • �, • City Council to consider approval of a resolution for the donation of 52 surplus self - contained breathing apparatus (SCBA) and other surplus SCBA supplies to the Texas A &M Forest Service Helping Hands Program. The Fire Department has a history of reaching out to other fire departments to help them with surplus equipment that is no longer useful to the GFD. In 2012, the department purchased and placed in service 56 new MSA SCBA units. The old units were over 12 years old, outdated and no longer compliant with required standards. A few months later, five units were donated to the fire department in Parras which satisfied their needs and requests. The department recognizes that many small volunteer fire departments throughout the State of Texas are without even the most rudimentary protective clothing and equipment. The Helping Hands Program of the Forest Service, receives donated fire equipment of all types from Texas departments, and distributes this equipment to departments in need. In many cases they will recondition as needed and then pass on the equipment on an as- needed basis at little or no cost to the receiving departments. This well established program has proven to be a very worthy and beneficial program for the fire service as a whole in Texas. The department is proposing to donate 52 complete Scott air packs which include air cylinders, face pieces, regulators and back packs. These units have no useful life with the GFD and are not compatible with the new MSA units. These units would normally be auctioned and would expect to bring approximately $2,500 to $4,000 total. Additionally, individual components proposed to be donated are: 42 air cylinders, 45 regulators and 25 face pieces. Auctioning would likely bring approximately $500 for this equipment. Staff recommends approval. RESOLUTION NO. 16 A 10 A-M 6 JJ A A WHEREAS, it has been determined that the City of Grapevine is in possession of surplus property of Scott Self-Contained Breathing Apparatus (SCBA) and equipment; and WHEREAS, these items have exceeded their life expectancy and are no longer used by the Grapevine Fire Department; and WHEREAS, these items would greatly enhance the effectiveness of another entity's fire program and enable them to better service their community. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the preamble of this resolution are true and correct and are hereby incorporated into the body of this resolution as if copied in their entirety. Section 2. That the following items are declared surplus and are authorized for donation to the Texas A&M Forest Service Helping Hands Program: (52) Scott Air Packs complete (42) 45 minute SCBA air cylinders (45) Scott regulators (25) Scott face pieces Section 3. That the City Manager, or his designee, is authorized to donate the above surplus items to the Texas A&M Forest Service Helping Hands Program. Section 4.
