APPROVAL OF A RESOLUTION FOR A SOLE SOURCE
PURCHASE OF FLOCCULATOR AGITATORS
City Council to consider approval of a resolution for a sole source purchase of four
flocculator agitators from Chemineer, Inc. for the Public Works department.
FUNDING SOURCE:
Funding for this purchase is currently available in account 200 -43360 -534 -0 (Utility
PCMF) for an amount not to exceed $31,482.00.

This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, § 252.022. General Exemptions (a)(7)(d).
Chemineer, Inc. is the authorized sole source representative for this region offering
Chemineer products and services. The existing flocculators are 25 years old and the
gear boxes are experiencing audible indications that failure is impending. There is no
replacement for the existing gear box. These units are the direct replacement for the
existing flocculators.
The Water Treatment Plant uses flocculators in the treatment process to meet the
TCEQ requirements. This equipment will insure proper treatment of drinking water for
the City of Grapevine.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO APPROVE THE
SOLE SOURCE PURCHASE OF FOUR FLOCCULATOR
AGITATORS AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by Texas Local Government Code Chapter 252,
Subchapter B, § 252.022. General Exemptions (a)(7)(d) to purchase said equipment on a
sole source basis; and
WHEREAS, the sole source purchase is due to regional sales boundaries and is
necessary because the four flocculator agitators are required by the department.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the sole
source purchase of four flocculator agitators from Chemineer, Inc. for the City of
Grapevine, Texas Water Treatment Plant for an amount not to exceed $31,482.00.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of said four flocculator agitators for the Water
Treatment Plant.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 1st day of April, 2014.
