HomeMy WebLinkAboutWS Item 03 - Agenda ChangesMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL R• • RUMBELOW, • �j, P— MEETING DATE: APRIL 1, 2014 SUBJECT: WORKSHOP - PROPOSED CHANGES TO CITY COUNCIL AGENDAS RELATIVE TO ORDER OF BUSINESS BACKGROUND: For the convenience of the general public and City Council, Staff would like to discuss possible changes to the Agenda and the order in which the City Council considers items once streaming of Council meetings begins. Agenda changes proposed, include: • Consolidating multiple Agendas into one document • Scheduling the Executive Session at the beginning of the Agenda (conducted in City Council Conference Room) o City Council may consider scheduling Executive Session at the end of the Agenda • Workshop items (conducted in the City Council Chambers) • Order of Presentations o Proclamation Presentations o Citizens Comments o Staff Presentations • Citizen Comments explanation added to advise the public the Texas Open Meetings Act restricts the City Council from discussing or taking action during Citizens Comments. • Posting Clause revised to show Agendas posted on official bulletin boards and on the City's website under the Texas Open Meetings Act A sample of the proposed Agenda format is attached for discussion. Deliberation or the value, exchange, lease or sale of real property relative to economic development pursuant to Section 551.072, Texas Government Code. B. Conference with City Manager and Staff to discuss and deliberate commercial and financial information received from business prospects the City seeks to have locate, stay, or expand in the City; deliberate the offer of a financial or other incentive; with which businesses the City is conducting economic development negotiations pursuant to Section 551.087, Texas Government Code. City Council to reconvene in open session in the Council Chambers and take any necessary action relative to items discussed in Executive Session. WORKSHOP: 6:45 p.m. — City Council Chambers 2. Discuss charitable donation collection receptacles. 3. Proposed amendments for political signs on public property used as an election polling location. 4. Discuss changes to City Council Agendas and order of business. 5. Discuss 2014 Christmas Decorating Plan. REGULAR MEETING: 7:30 p.m. — City Council Chambers INVOCATION: Mayor Pro Tern C. Mayor Tate to present a proclamation declaring April as Child Abuse Prevention Month. 7. Mayor Tate to present a proclamation declaring May as Motorcycle Safety and Awareness Month. 8. Mayor Tate to present Convention & Visitors Bureau volunteer awards. 9. Departmental update on the Parks & Recreation Department. CITIZEN COMMENTS Any person who is not scheduled on the agenda may address the City Council under Citizens Comments by completing a Citizen Appearance Request form with the City Secretary. In accordance with the Texas Opening Meetings Act, the City Council is restricted in discussing or taking action during Citizen Comments. NEW BUSINESS 10. Consider a resolution declaring 52 self- contained breathing apparatus (SCBA) and other SCBA supplies as surplus and authorizing the donation to the Texas A & M Forest Service Helping Hands Program and take any necessary action. CONSENT AGENDA Consent items are deemed to need little Council deliberation and will be acted upon as one business item. Any member of the City Council or member of the audience may request that an item be withdrawn from the consent agenda and placed before the City Council for full discussion. Approval of the consent agenda authorizes the City Manager, or his designee, to implement each item in accordance with Staff recommendations. 11. Consider a resolution authorizing a sole source purchase of four flocculator agitators for the Water Treatment Plant from Chemineer, Inc. Public Works Director recommends approval. 12. Consider a resolution authorizing Mayor William D. Tate, City Manager Bruno Rumbelow, Administrative Services Director John McGrane, Controller Karen Walker and Internal Auditor Debra Russo as authorized signers on all accounts and S A M P L E For Discussion Purposes Only transactions with UBS Financial Services. Administrative Services Director recommends approval. 13. Consider a resolution declaring certain items as surplus property and authorizing the sale through public auction. Administrative Services Director recommends approval. 14. Consider a resolution authorizing the purchase of HVAC preventive maintenance service for City Hall and the Palace Theatre from The Brandt Companies, LLC through an established Cooperative Agreement with the State of Texas CO -OP Purchasing Program. Public Works Director recommends approval. 15. Consider the minutes of the March 18, 2014 City Council meetings as published. City Secretary recommends approval. Pursuant to the Texas Open Meetings Act, Texas Government Code, Chapter 551.001 et seq, one or more of the above items may be considered in Executive Session closed to the public. Any decision held on such matter will be taken or conducted in open session following the conclusion of the executive session.
