SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
HVAC ROOFTOP PACKAGE UNITS FOR THE CITY LIBRARY
FROM CARRIER ENTERPRISE AND CONSIDER THEM A
SOLE SOURCE VENDOR.
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of five HVAC rooftop
units for the City library from Carrier Enterprise and consider them a sole source vendor.
FUNDING SOURCE:
Funding for this purchase is currently available in account 174-74004-005-000 (Capital
Replacement/Library Repairs and Maintenance) in the amount of$44,180.
The City of Grapevine has been awarded a $50,000 grant from Oncor for the Library and
Community Activities Center in combination as a Campus Setting to improve the energy
efficiency of the two buildings. The grant award will fund approximately 50% of the
purchase of both units.
BACKGROUND:
This procurement will be made as a sole source In accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (A) (7) (A).
These five rooftop units on the library are in need of replacement due to the age and
wear on the equipment. The units are 10 or more years old which is past typical industry
standard of the replacement cycle for rooftop units. These units will result in an overall
savings in electricity costs for this facility.
Carrier Units were specified for this facility with the original construction and the
expansion. Replacing the units with new Carrier units provides the following benefits.
• Limits the modifications to the existing HVAC system that would be necessary
with another manufacturer's units
• Allows Facility Services to limit their inventory of parts for this building to one
brand
• Allows Facility Services to focus its training program on a limited number of
systems

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE,TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO DECLARE
CARRIER ENTERPRISE A SOLE SOURCE PROVIDER FOR
TRANE HVAC UNITS FOR THE LIBRARY AND PROVIDING
AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code Chapter 252,
Subchapter B, Section 252.022 (a) (7) (A) to consider items available from only one
source as an exception to the bidding requirements of the State of Texas; and
WHEREAS, Carrier Enterprise is the sole distributor of Carrier HVAC units; and
WHEREAS, the City of Grapevine Library has a need to replace the HVAC rooftop
units due to their age and also to execute a grant from Oncor to make the City Library
more efficient.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Manager, or his designee, is authorized to take all steps
necessary to purchase Carrier HVAC units from Carrier Enterprise in the total annual
amount of$44,180.00.
Section 3. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 7th day of February, 2012.
