SUBJECT: APPROVAL OF AN ANNUAL CONTRACT WITH
RENEWALS FOR PAVEMENT STABILIZATION THROUGH
AN EXISTING INTERLOCAL AGREEMENT AND
ESTABLISHED CONTRACT WITH THE CITY OF GRAND
PRAIRIE, TEXAS
RECOMMENDATION:
City Council to consider approval of an annual contract with Nortex Concrete Lift and
Stabilization, Inc. through an existing Interlocal Agreement with the City of Grand Prairie,
Texas.
FUNDING SOURCE:
Funds are budgeted in account 174-43301-090-000 (Street Maintenance/Capital
Replacement/Transportation Infrastructure Maintenance) for the estimated budgeted
amount of$30,000.
BACKGROUND:
Purchases will be made as required and in accordance with an interlocal agreement with
the City of Grand Prairie as allowed by Texas Local Government Code, Section 271.102
and satisfies all bidding requirements. Council approved the interlocal agreement and
participation with the City of Grand Prairie on March 7, 2006.
The City of Grand Prairie solicited bids on RFB #12001 from which they awarded a
contract to Nortex Concrete Lift and Stabilization, Inc. on November 1, 2011. This
contract includes four, one-year renewal options. This initial contract period will begin on
January 17, 2012 and will end on November 1, 2012. (Bid tabulation attached.)
With nearly a dozen different public entities participating in this cooperative contract, the
collected volume has helped secure a lower cost. Nortex Concrete Lift and Stabilization,
Inc. has provided this service to the City in the past with satisfactory results.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
PAVEMENT STABILIZATION SERVICES THROUGH AN
ESTABLISHED INTERLOCAL AGREEMENT AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a Cooperative Purchasing Program Agreement with other qualified entities in
the State of Texas; and
WHEREAS, the City of Grapevine, Texas has established an Interlocal Agreement
with the City of Grand Prairie, Texas and wishes to use established contracts meeting all
State of Texas bidding requirements; and
WHEREAS, the City of Grand Prairie, Texas has established a contract with Nortex
Concrete Lift and Stabilization, Inc., contract#12001, for pavement leveling services; and
WHEREAS, the City of Grapevine's Public Works Department has a need to
stabilize pavement for the City's needs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of pavement leveling services from Nortex Concrete Lift and Stabilization, Inc. through an
Interlocal Agreement with the City of Grand Prairie for an amount estimated at$30,000.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said products and services.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 7th day of February, 2012.
