Watson City Manager i Kelvin Knauf Assistant City Manager h I Linda Huff City Secretary Larry Koonce Finance Director j Pat Dalton Budget Analyst � ; CALL TO ORDER � Mayor Tate called the meeting to order at 6 : 40 p.m. � ; , A ; INVOCATION t � Mayor Pro Tem Ware delivered the Invocation. 1 � ITEM 1 . WORKSHOP, PROPOSED 1989-90 BUDGET # f City Manager Mark S. Watson gave a brief synopsis of the FY90 F: budget message noting the proposed budget is both fiscally '' 4' ' conservative and managerially sound. He reported this is the first � time the Tarrant Appraisal District submitted a total assessed valuation exceeding the $2 billion mark for the City of Grapevine. �'. The effective tax rate has been calculated at $ .39 per $100 . 00 = value and the budget proposes an increase of the effective tax rate ' { by 7.95$ which will return the tax rate to $ . 4275 per $100 . 00 in °, ; assessed valuation. " � Finance Director Larry Koonce presented graphs and charts depicting �' a proposed General Fund of $13, 163 ,459 .00 for FY90 with proposed � City wide revenues (all funds) of $36 ,893, 307 . 00. ; The following General Fund departmental budgets were reviewed: _ ' City Manager, City Council, City Secretary, Personnel, Finance and :t ; Municipal Court. During discussion of the City Manager' s budget it � was noted the Economic Development Department was phased out with � the Main Street Project and Community Services being moved to the r City Manager' s Department. Also a new department, General Administrative Services, was established for budgetary purposes 7 only, no funds or new personnel were added. There was lengthy :. ' discussion regarding proposed car allowances for Department Heads, ;' { Assistant City Manager, City Manager, and Mayor. 1 During discussion of the Personnel Department, it was reported that �' the Risk Management and Legal Departments were dissolved and those � functions moved to the Personnel Department. Also a new division, � Central Services, was established that would be responsible for ' � City buildings and vehicle maintenance. i: � , Mayor Tate announced discussion of the proposed FY90 budget would � � be continued on Thursday, August 17 , 1989 at 6 :30 p.m. � ;, � ; � , , � � 08/16/89 � � ADJOURNMENT � Mayor Pro Tem Ware made a motion to adjourn the meeting at 9 : 05 p.m. Seconded by Council Member Spencer, the motion prevailed by the following vote: Ayes: Tate, Ware, Spencer, Wilbanks, Traverse, Pittman & Wickman Nays : None PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, � TEXAS on this the Sth day of September , 1989 .
