SUBJECT: APPROVAL OF A RESOLUTION FOR PERSONAL SERVICES
LAUNDRY CONTRACT FOR THE PARKS AND RECREATION
DEPARTMENT AND THE CITY MUNICIPAL GOLF COURSE
RECOMMENDATION:
Staff recommends approval of a resolution designating Marcus Wayland, owner of Jiffy
Wash located at 411 E. Northwest Highway, Grapevine, Texas as a personal services
vendor for the laundering of linens and towels for The Vineyards Campground & Cabins
and the Grapevine Municipal Golf Course for a total of$24,700.
FUNDING SOURCE:
Funding for this purchase is currently available in account 119-42200-312-9 (Lake Parks
Fund/Operating Supplies/Lake Parks) for $18,700 and 210-44540-340-1 (Lake
Enterprise Fund/Golf Course Pro Shop/Professional Services) for $6,000.
BACKGROUND:
This purchase is for the laundering of linens and towels at The Vineyards Campground
& Cabins and the Grapevine Municipal Golf Course. The Vineyards Campground &
Cabins and the Grapevine Municipal Golf Course have been using Jiffy Wash in
Grapevine for over 5 years and the current contract has expired. The contract would be
for one year with four optional, one year renewals. Marcus Wayland, owner of Jiffy
Wash has agreed to maintain the pricing for the laundry service at the same price as in
the past.
Staff recommends approval.

1
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO DECLARE JIFFY
WASH A PERSONAL SERVICE PROVIDER FOR
LAUNDERING SERVICES FOR THE PARKS &
RECREATION VINEYARD CAMPGROUND AND CABINS
AND THE CITY MUNICIPAL GOLF COURSE AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code Chapter 252,
Subchapter B, Section 252.022 (a) (4) (A)to consider personal services as an exception
to the City's bidding requirements; and
WHEREAS, Jiffy Wash is a personal service provider of laundry services; and
WHEREAS, the City of Grapevine Parks& Recreation Vineyards Campground and
Cabins and the City Municipal Golf Course has a need to have linens and towels
laundered on a regular basis.
NOW,THEREFORE, BE 11 IF RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. ....17hat all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Manager, or his designee, is authorized to take all steps
necessary to purchase laundry services in the estimated annual amount of$24,700.00.
Section 3. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 7th day of February, 2012.
