HomeMy WebLinkAboutItem 10 - Minutes STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The City Council of the City of Grapevine, Texas met in Workshop on this the 3rd day of January, 2012 at 6:30 p.m. in the City Council Conference Room, Second Floor,200 South Main Street, with the following members present to-wit: William D. Tate Mayor C. Shane Wilbanks Mayor Pro Tern Sharron Spencer Council Member Roy Stewart Council Member Darlene Freed Council Member Mike Lease Council Member Chris Coy Council Member constituting a quorum, with the following members of the City Staff: Bruno Rumbelow City Manager Jennifer Hibbs Assistant City Manager John F. Boyle, Jr. City Attorney Linda Huff City Secretary CALL TO ORDER Mayor Tate called the workshop to order at 6:30 p.m. ITEM 1. DISCUSS, STONE BRIDGE OAKS TRAFFIC STUDY Public Works Director Stan Laster reviewed the Stone Bridge Oaks Traffic Study that shows there to be significant traffic volume based on the number of occupied structures. The residents had requested gates to eliminate extra traffic through the subdivision to State Highway 360. Mr. Laster stated the subdivision is about 25% built out— 91 homes are planned and currently 25 are occupied. Overall there is a very low volume of traffic and it is possible that much of the excess traffic is due to construction and sales. Staff recommended that the City wait until the subdivision is further developed and reevaluate the situation. It was the consensus of the Council to review the request for the gated community when the development is at 50% build out. There was no formal action taken by the City Council. ADJOURNMENT 01/03/12 Council Member Coy, seconded by Council Member Stewart, offered a motion to adjourn the workshop at 6:46 p.m. The motion prevailed by the following vote: Ayes: Tate, Wilbanks, Spencer, Stewart, Freed, Lease & Coy Nays: None PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 17th day of January, 2012. Boyle, Jr. City Attorney Linda Huff City Secretary CALL TO ORDER Mayor Tate called the meeting to order at 6:45 p.m. ITEM 1. EXECUTIVE SESSION Mayor Tate announced the City Council would conduct a closed session regarding: (A) Value, lease or purchase of real property relative to Public Safety Building pursuant to Section 551.072, Texas Government Code; and (B) Conference with City Manager and Staff to discuss and deliberate commercial and financial information received from business prospects the City seeks to have locate or expand in the City; with which businesses the City is conducting economic development negotiations under Section 551.087, Texas Government Code. Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there was any action necessary relative to the closed session. City Manager Bruno Rumbelow stated there was no action necessary relative to real property or conference with City Manager and Staff under Sections 551.072 or 551.087, Texas Government Code. NOTE: City Council continued with the Regular City Council meeting in open session in the City Council Chambers. 01/03/12 ADJOURNMENT Mayor Pro Tern Wilbanks, seconded by Council Member Lease, offered a motion to adjourn the meeting at 8:09 p.m. The motion prevailed by the following vote: Ayes: Tate, Wilbanks, Spencer, Stewart, Freed, Lease & Coy Nays: None PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 17th day of January, 2012. Boyle, Jr.r City Attorney Linda Huff City Secretary CALL TO ORDER Mayor Tate called the meeting to order at 7:44 p.m. INVOCATION AND PLEDGE OF ALLEGIANCE Council Member Coy delivered the Invocation and led the Pledge of Allegiance. ITEM 1A. CITIZENS COMMENTS, MR. ARAM AZADPOUR Mr. Aram Azadpour addressed the Council expressing condolences to the City for the shootings on Christmas Day and the loss of seven lives. He stated his concern for the ordinances adopted by government officials to hinder free speech,free expression and free assembly within the City. ITEM 1. PRESENTATION, MR. DICK RUDDELL, TEXRAIL PROJECT Mr. Dick Ruddell, President/Executive Director of the Fort Worth Transportation Authority (The "T"), presented an update on the TEXRail Project. He noted the Methodology Report for travel model had been accepted by the FTA; CH2M Hill had been placed under contract to act as Project Management Consultant in July 2011;documentation had been submitted to FTA for New Starts Funding of $415 million in September 2011 and that the FTA had approved The T's technical capacity in November 2011. He stated the proposed eight 01/03/12 TEXRail stations had been submitted to FTA. He than reviewed the milestones of the project noting the revenue operations are proposed to begin in the third quarter of 2016. There was no formal action taken by the City Council. ITEM 2. ORDINANCE, ABANDON PORTION OF DOOLEY STREET Public Works Director Stan Laster recommended approval of an ordinance abandoning a 10' 6"wide strip of street right of way along the frontage of 151 South Dooley Street at the request of the property owner. The 10' 6" wide strip would be retained as a utility, public access, drainage and sidewalk easement. Motion by Council Member Freed, seconded by Council Member Coy, to approve as recommended prevailed by the following vote: Ayes: Tate, Wilbanks, Spencer, Stewart, Freed, Lease & Coy Nays: None ORDINANCE NO. 2012-01 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, ABANDONING AND VACATING A PORTION OF DOOLEY STREET RIGHT OF WAY IN THE CITY OF GRAPEVINE, TEXAS AS HEREINAFTER DESCRIBED; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE ITEM 3. RESOLUTION, DONATION OF PLAY EQUIPMENT, PARRAS DE LA FUENTE, COAHUILA, MEXICO Parks & Recreation Director Doug Evans recommended approval of a resolution authorizing the donation of play equipment to Grapevine's Sister City, Parras de la Fuente, Coahuila, Mexico. The used play equipment is from the campus of Faith Christian School and if approved, the Parras officials have agreed to come to Grapevine to pick up the equipment to transport to Parras. Motion by Mayor Pro Tern Wilbanks, seconded by Council Member Stewart,to approve as recommended prevailed by the following vote: Ayes: Tate, Wilbanks, Spencer, Stewart, Freed, Lease & Coy Nays: None RESOLUTION NO. 2012-01 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, DECLARING CERTAIN PROPERTY SURPLUS AND/OR SALVAGE; PROVIDING FOR THE DONATION OF SAID PROPERTY TO PARRAS DE LA 2 01/03/12 COAHUILA, MEXICO; AND PROVIDING AN EFFECTIVE DATE ITEM 4. CONSIDERATION OF MINUTES City Secretary recommended approval of the minutes of the December 20, 2011 City Council meetings as published.
