HomeMy WebLinkAboutORD 1997-074 � ., �� ORDINANCE NO. 97-74 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AMENDING ORDINANCE NO. 87-15, AS AMENDED, RELATING TO THE THOROUGHFARE PLAN 1987-2030 OF THE CITY OF GRAPEVINE, TEXAS; PROVIDING A SEVERABILITY CLAUSE; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council adopted the Thoroughfare Plan on March 17, 1987 upon the passage of Ordinance No. 87-15; and WHEREAS, the City Council amended Ordinance No. 87-15 on October 18, 1988 by adopting Ordinance No. 88-78; on March 21, 1989 by adopting Ordinance No. 89-26; on December 19, 1989 by adopting Ordinance No. 89-93; on April 17, 1990 by adopting Ordinance No. 90-25; on August 21, 1990 by adopting Ordinance No. 90-52; on April 16, ,�,.� 1991 by adopting Ordinance No. 91-25; on May 21, 1991 by adopting Ordinance No. 91- 33; on September 15, 1992 by adopting Ordinance No. 92-63; on November 16, 1993 by adopting Ordinance No. 93-56; and on February 15, 1994 by adopting Ordinance Nos. 94- � 18 and 94-19 relating to the Thoroughfare Plan by amending said plan relating to Nash Street; W. T. Parr Lane; Summerfield Drive; removal of a Type F Collector between Roberts Road and Cheek-Sparger Road; removal of Wall Street between State Highway 114 east to Dove Road; reducing minimum right-of-way requirement from 75'to 65' on Wall Street befinreen Dove Road and Spur 382 and reducing the travel lane width to eleven feet; deleting Parr Lane befinreen Pool Road and State Highway 114; down-grading North Main Street between Northwest Highway and Dove East Extension, Node 470 to 472 and Node 472 to 473, from a Type E four-lane collector roadway to a Type F two-lane collector roadway; by down-grading Pool Road, Nodes 437 to 440, 440 to 441 and 441 to 446, from a Type A Major Arterial (six-lanes with median), to a Type B Major Arterial (four-lanes with median); downgrading College Street from Ball Street to Main Street from a Type E, four- lane collector, to a Type F, two-lane collector; removing the future north extension of Ball Street befinreen Northwest Highway and the future Dove East extension, Node 468 to Node 465 and Node 465 to Node 568, from the Thoroughfare Plan; removing College Street between Ball Street and Dooley Street; and removing the extension of Hughes Road befinreen State Highway 121 and Heritage Avenue, Node 403 to Node 425; modifying the alignment of the Type E collector roadway planned through the corridor north of and ,�.:;4.� parallel to State Highway 360 from Grapevine/Euless Road to Arlington/Grapevine Road and to designate Arlington/Grapevine Road from Mustang Drive Extension to State Highway 121 a Type E collector roadway; and � � �� T WHEREAS, the City Council desires to further amend Ordinance No. 87-15 relative to the Thoroughfare Plan by removing the alignment of the Type F collector roadway known as Murrell Road planned to the north of future Dove East Extension; and WHEREAS, the amendment to the Thoroughfare Plan contained herein is in the best interest of the public and will further enhance the health, safety, morals and general welfare of the City. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all of the above premises are found to be true and correct and are incorporated into the body of this ordinance as if copied in their entirety. Section 2. That Ordinance No. 87-15, as amended, which adopted the Thoroughfare Plan 1987-2030 is hereby amended as follows: "Remove the alignment of the Type F collector roadway known as Murrell Road planned to the north of future Dove East Extension°° � Section 3. That the City Secretary is hereby authorized and directed to make the � appropriate corrections to the Thoroughfare Plan 1987-2030 in accordance with the terms of this ordinance. Section 4. If any section, article, paragraph, sentence, clause, phrase or word in this ordinance, or application thereto any person or circumstance is held invalid or unconstitutional by a Court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this ordinance and the City Council hereby declares it would have passed such remaining portions of the ordinance despite such invalidity or unconstitutionality, which remaining portions shall remain in full force and effect. Section 5. The fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained.
