ORDINANCE NO. 95-7� �� :� AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS ADOPTING THE BUDGET FOR THE CITY OF GRAPEV�NE, TEXAS FOR THE FISCAL YEAR BEGINNING OCTOBER 1 , 1995 AND ENDING SEPTEMBER 30, 1996; PROVIDING FOR INTRA- AND INTER-DEPARTMENTAL FUND TRANSFER; PROVIDING FOR INVESTMENT OF CERTAIN FUNDS; DECLARING AN EMERGENCY; AND PROVIDING AN EFFECTIVE DATE WHEREAS, notice of a public hearing on the budget for the City of Grapevine, Texas for the fiscal year 1995-96 (FY96) was heretofore published in accordance with law; and WHEREAS, a public hearing was duly held and all interested persons were given an opportunity to be heard for or against any item therein. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1 . That the appropriation amounts for the FY96 budget for the different funds of the City of Grapevine are hereby fixed as follows: General Fund 19,927,017 Utility Fund 8,900,214 Debt Service Fund 6,670,044 Convention & Visitors Bureau Fund 3,107,256 Lake Enterprise Fund 1 ,472,990 Insurance Fund 2,� ��,882 Fleet Services Fund 723,203 Internal Capital Leasing Fund 763,883 Heritage Foundation Fund 958,504 General Government Capital Projects Fund 22,486,641 Permanent Street Maintenance Fund 881 ,952 Permanent Capital Maintenance Fund - General 342,165 Utility & Lake Enterprise Capital Proj. Fund 4,525,300 .� Utility Permanent Capital Maint. Fund 545,060 Lake Enterprise Permanent Capital Maint. Fund 265,500 �--� Section 2. That a copy of the official adopted 1995-96 budget document shall be kept on file in the office of the City Secretary and the Grapevine Public Library. Section 3. That the City Manager be and is hereby authorized to make intra- and inter-departmental fund transfers during the fiscal year as becomes necessary in order to avoid over-expenditure of a particular object code and report all fund transfers between departments over 55,000.00 to the City Council. Section 4. That the City Manager is authorized to approve expenditures up to $5,000.00. Any expenditures over the 55,000.00 limit require the approval of the City Council. Section 5. That the City Manager is authorized to reclassify positions within city service as warranted by personnel and position classification studies. Section 6. That the City Manager and/or Finance Director is authorized to invest any funds not needed for current use, whether operating funds or bond funds in the United States Treasury Bi�ls, Certificates of Deposit, Savings Accounts, Time Deposits, Open Accounts in Official City Depositories, or any other investment instrument authorized in the Texas Public Funds Investment Act of 1987. Section 7. The fact that the fiscal year begins on October 1 , 1995 requires that this ordinance be effective upon its passage and adopted to preserve the public peace, property, health, and safety and shall be in full force and effect from and after its passage and adoption, and emergency is hereby declared. � PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 12th day of September , 1995.
