HomeMy WebLinkAboutORD 1994-070 ORDINANCE NO. 94-70 ,,�,. � AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS ADOPTING THE BUDGET FOR THE CITY OF GRAPEVINE, TEXAS FOR THE FISCAL YEAR BEGINNING OCTOBER 1 , 1994 AND ENDING SEPTEMBER 30, 1995; PROVIDING FOR INTRA- AND INTER-DEPARTMENTAL FUND TRANSFER; PROVIDING FOR INVESTMENT OF CERTAIN FUNDS; DECLARING AN EMERGENCY; AND PROVIDING AN EFFECTIVE DATE WHEREAS, notice of a public hearing on the budget for the City of Grapevine, Texas for the fiscal year 1994-95 (FY95) was heretofore published in accordance with law; and WHEREAS, a public hearing was duly held and all interested persons were given an opportunity to be heard for or against any item therein. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF '� ' GRAPEVINE, TEXAS: �� Section 1 . That the appropriation amounts for the FY95 budget for the different funds of the City of Grapevine are hereby fixed as follows: General Fund (Includes PCMF & PSMF) 17,984,933 Utility Fund (lncludes PCMF) 8,676,168 Debt Service Fund 5,432,598 CVB Fund 2,826,245 Lake Enterprise Fund (Includes PCMF) 1,374,813 Insurance Fund 2,259,629 Fleet Services Fund 695,853 Internal Capital Leasing Fund 1,104,075 Heritage Foundation Fund 753,211 General Government Capital Projects Fund 14,474,550 Permanent Street Maintenance Fund 706,000 Permanent Capital Maintenance Fund - General 346,805 Permanent Capital Maintenance Fund - Utilities 577,260 Permanent Capital Maintenance Fund - Lake Ent. Fund 240,000 ,.�,. Utility & Lake Enterprise Capital Project Fund 1,013,757 Section 2. That a copy of the official adopted 1994-95 budget document shall � be kept on file in the office of the City Secretary and the Grapevine Public Library. �,.,.� Section 3. That the City Manager be and is hereby authorized to make intra- and inter-departmental fund transfers during the fiscal year as becomes necessary in ,�;., order to avoid over-expenditure of a particular object code and report all fund transfers between departments over 55,000.00 to the City Council. Section 4. That the City Manager is authorized to approve expenditures up to 55,000.00. Any expenditures over the S5,000.00 limit require the approval of the City Council. Section 5. That the City Manager is authorized to reclassify positions within city service as warranted by personnel and position classification studies. Section 6. That the City Manager and/or Finance Director is authorized to invest any funds not needed for current use, whether operating funds or bond funds in the United States Treasury Bills, Certificates of Deposit, Savings Accounts, Time Deposits, Open Accounts in Official City Depositories, or any other investment instrument authorized in the Texas Public Funds Investment Act of 1987. Section 7. The fact that the fiscal year begins on October 1, 1994 requires that this ordinance be effective upon its passage and adopted to preserve the public peace, property, health, and safety and shall be in full force and effect from and after � � its passage and adoption, and emergency is hereby declared. �� PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 13th day of September , 1994.
