CITY OF GRAPEVINE The City Council of the City of Grapevine, Texas met in Regular Workshop Session on this the 29th day of October, 1986 at 7:30 p.m. in the Municipal Court Roan, 307 W. Dallas Road, with the following members present to-wit: � Tan Pow�ers Mayor Ted R. Ware Mayor Pro Tem Jim Glynn Council Member Sharron Spencer Council Nlember C. Shane Wilbanks Council M��ber Lynn R. Niedermeier Council Me.mber constituting a quonun, with Council Me.mber Ron Dyer absent, with the following members of the City Staff: Dennis E. Dawson City Manager Kelvin Knauf Assistant City Manager John F. Boyle, Jr. City Attorney Karen Bowling City Secretary CALL TO ORDER Mayor Powers called the meeting to order. GOLF COURSE ADVISORY BOARD AN�TDNIELVTS Golf Professional Jim Smith reported the Golf Course Advisory Board reccmr�nded several amendments to the Board membership and terms of office. The first being the addition of one citizen membership position for a tota.l of ' seven voting members (City Manager, Golf Pro, City Council Rep, and four � citizens) . The second amenchnent being the creation of staggered, two-year terms instead of the current one-year terms. Justification for the reccxmlendation was discussed briefly. 1986-8? STREEI' OVERI�AY PROGRAM Public Works Director Jim Baddaker then reviewed the proposed road schedule for the 1986-87 street overlay program. These included (1) Hall�ohnson Road fran Pool Road east to S.H. 121; (2) Wall Street frcan Dove Road east to Main Street; (3) Minters Chapel Road frcan Dallas Road south to S.H. 114; (4) Bushong Road fran Dooley Street east to Ruth Wall Road; and (5) Ruth Wall Road frcm Bushong Road south to S.H. 26. Tarrant County would provide labor and equignent, with the City's cost for materials amounting to $173,163.00. The ensuing deliberations included the proposed overlay projects as w+ell as a review of pending capital improvemexits road projects. PARK PLACE DRAINAGE PROJDCT Mr. John Jones of Freese & Nichols consulting engineers then gave a lengthy review of their analysis of the Park Place drainage project. He addressed the drainage area and their rec�nded solution to the probl�n, which utilized ti4 additional underground piping and stonn drain inlets. The est�mated con- struction cost for the project was $384,166, with a completion time of four months. The discussion which followed included the drainage area and flows. Potential liability of adjacent property developers for contributory runoff was also addresseed. Area homeowners Mr. Terry Hodges, 2000 Shenandoah, Mr. Paul Sanders, 1010 Kings Canyon, and Mr. Arnold Blatt, 2001 Shenandoah, offered camtients. Staff was directed to investigate runoff flows is the area and address developer liability. � r 10/29/86 � � x THOROUGI�'ARE PI.AN UPDATE 1986 � Mr. Tony Reid and Mr. Mark M�endez, representing Freese & Nichols consulting ` engineers, then gave a lengthy presentation relative to the 1986 update to the F Grapevine Thoroughfare Plan. Mr. Mendez outlined the procedure for the plan ` analysis and compared the 1986 update with the 1980 update concerning r upgrading and downgrading of certain arterials as well as cost comparisons. The proposed schedule for implementation of the updated thoroughfare plan and � subsequent traffic impact fee structure was then reviewed by City Manager �� � Dennis Dawson. The schedule provided for adoption of the new plan in December, 1986 and adoption of the traffic impact fee in February, 1987. q Council discussion centered around the street plan/arterials proposed for the southwest portion of the City, especially Pool Road and Heritage Avenue. � NfF►NAGEMENT & OPERATIONS STUDY `' Mr. Dennis Dawson, City Manager, then reviewed a request to begin soliciting for proposals for conducting a management and operations study for the Public Works Department, Parks and Recreation Departrnent, building maintenance and ; repair activity, and fleet services activity. He noted benefits of the study could result in cost savings frc�n more efficient operations. Estimated cost of the study is between $40,000 and $60,000. � F �� Council discussion relative to the concept of the study ensued. t � EX�7CUrIVE SESSION Mayor Pow�ers then announced that the City Council would recess to the � Conference Roc�n to discuss real estate (right-of-way acquisition relative to Ball Street project) pursuant to Article 6252-17, V.A.T.C.S., Subsection 2(f) . Upon reconvening manentarily in the Court Roan, it was noted that no action � was necessary as a result of the closed session. � AA70URNN�3VT z There being no further business to come before the City Council, a motion to adjourn the meeting was made by Mayor Pro Tem Ware and seconded by Council ; Me.mber Niedernteier.
