EVANS � Director of Community Develognent H. T. Hardy reviewed Zoning Application Z87-01 subanitted by Mr. John T. E�ans on approximately 6.4 acres southeast of the intersection of South Ball Street and William D. Tate Avenue frcan "CN" '� Neighborhood Commercial District to "CC" Ccat�nunity Comnercial District. Mr. Hardy noted the concept plan suxmitted required several variances that had yet to be approved by the Board of Zoning Adjustsnents on the subject property. Council discussion ensued concerning landscaping on South Ball Street and curb cuts on to William D. Tate Avenue. REVIEW, ZONING APPLICATION Z87-02, HEIVRY S. MILLER s Director of Catmunity DeveloXxnent H. T. Hardy reviewed Zoning P,pplication Z87-02 sutmitted by Henry S. Miller Co�any Developnent Group to rezone approximately 21.1 acres located northeast of S.H. 114, north of Wall Street, and south of Northw�est Highway fran "PO" Professional Office District to "CC" Conmunity Commercial District. Mr. Hardy reviewed the concept plan sul�nitted. Council discussion ensued concerning curb cuts and as to whether the State Highway Degar�nt had reviewed the proposed intersection at Northwest Highway and Park Boulevard. REVIEW, PROPOSID CODE II�IFORC.EN�1T PROGRAM � Director of Ccx�mwzity Develo�anent H. T. Hardy reviewed the comprehensive Code �forcement program that has been developed by staff. Mr. Hardy outlined the ' various code violations and the notification procedures to citizens for such � violations. 1 i There was little Council discussion. i REVIEW, 1986 THOROUGI�ARE PLAN ; � Director of Community Develognent H. T. Hardy noted staff has been working ; with Freese & Nichols to update the Thoroughfare Plan. He introduced Mr. Mark Mendez of Freese & Nichols to review the proposed amencfinents to the text of the Thoroughfare Plan and the update of the Thoroughfare Map. � Mr. Mendez reviewed the need for the Dove Road extension across northern Grapevine to the east and the need to upgrade Pool Road to six lanes. He noted projections for the update were based on build out in the year 2030. � f' � r. i � � 02/10/87 ; Lengthy Council discussion ensued concerning alternatives if Dove Road was � > not extended across the Army Corps of Engineers property and if Pool Road was ¢ " not upgraded to six lanes. Questions were addressed concerning right-of-way � dedication on the proposed plan as well as the alternate plan. Concerns were � � expressed about the cost of extending Dove Road across the Army Corps of � �gineers property. � REVIEW, PROPOSID ANNIENNDMENTS TO SECTION 60, SIQ�I STANDARDS � � � ; Director of Crnmunity DeveloFxnent H. T. Hardy reviewed the Planning & Zoning � � Commission's proposed amenc�nents to Section 60, Sign Standards. He noted the � ; concerns expressed by the Grapevine Chamber of Cca�ierce regarding Sign � � Standards had been addressed and highlighted the recomm�ndations of the ;: ; Planning & Zoning Cca�mission. � � t :1 During the ensuing Council discussion, Staff was directed to publish notice of F' E a hearing concerning the proposed amenc�nents to Section 60, Sign Standards. � � RE�IIEW, RIGHT-OF-4�Y APPRAISAL SERVICES CON`I�2ACT ; �' Acting Director of Public Works Stan Laster reviewed the bids received a relative to appraisal and review of the appraisal regarding tracts along ;' Dallas Road. He noted this was the first step in gaining the Highway 26 € designation for Dallas Road fran the State Highway Departrnent. � � After brief Council discussion, Staff was instructed to explore all ` ' possibilities in obtaining the most reasonable contract for the appraisal � services. f � , � REVIEW, Tf� CONIl�IL]NITY SERVICFS OFFICER GRANr � Police Chief Deggans reviewed the Carmtznity Services Officer Grant noting � funding frcan the State for the first year wr�uld be 80$ with 20$ funding from � the City. He noted it was a 5 year pilot program. He stated the grant would � provide for Comnunity Services Officer (civilian) responsible for consumer � regulatory functions such as alaYm ordinance management, wrecker and t�i s' permits, animal licenses and liaison for cr�me victim compensation inquiries. ; � Brief Council discussion followed Chief Deggans presentation. � � RE�JIEW, SCHOOL RESOURCE OFFICER GRANI' Police Chief H. A. Deggans reviewed the School Resource Office Grant � application that would provide for a three memY�er specialized unit consisting e of a Corporal and two Police Officers which wr�uld be assigned to and � , responsible for school related investigations, referrals, crime prevention � " presentations, informal counseling with students and teachers. He noted there ` � would be 100� funding for the first year fran the State of Texas, Office of ' the Governor, Criminal Justice Division and a decrease in the funding ratio : over a 5-year period. x Following brief Council discussion, staff was instructed to give a six month z report if the grant was approved. '' � REVIE�1, PROPOSID AN�IDN�VTS TO C�iAPTII2 12, DIVISION 3, REGUI,ATING JUNK � VEHIQ�ES � � 3 Director of Community Develognent H. T. Hardy reviewed the proposed amendments � to Chapter 12, Division 3, regulating junk vehicles. He noted the City �' Attorney's office had review+ed the state's requir�nents concerning junked � vehicles and determined the existing language in the City Code must be � clarified to effectively enforce Chapter 12, Division 3. � There was little Council discussion. � � MISCII.d�ANEOUS REPORTS AND/OR DISCUSSION � City Council discussed the workshop sessions implemented since Novesnber. � Statements by Council were made regarding presentations made during workshop � sessions that citizens might have wanted to have heard and redundancy of � � � € � (2) � � � � � 6. l ;� OZ�ZO�O/ � � workshops. Assistant City Manager Kelvin Knauf noted the workshops had been � productive for Staff. The general concensus of Council was that during 1' subsequent w�rkshops, Council wc�uld be seated at the dias. i '' Council Member Niedermeier reported at a recent Grapevine�olleyville I. S. D. I, Advisory Board meeting, summary graphs were presented on a demi-graphic study 1. based on birth rates projected for 10 years. She noted the study was � calculated at a growth rate of 8g per year. � AA70iJR1�TT � ?
