AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
�. OF GRAPEVINE, TEXAS REPEALING CHAPTER 18
ARTICLE III PERSONNEL RULES OF THE GRAPEVINE
CODE OF ORDINANCES; APPROVING THE GRAPEVINE
PERSONNEL DEPARTMENT POLICY MANUAL;
AUTHORIZING AND DIRECTING THE CITY MANAGER, OR
HIS DESIGNEE, TO UPDATE THE PERSONNEL POLICY
MANUAL ON A REGULAR BASIS; DIRECTING THAT A
MASTER COPY OF THE PERSONNEL POLICY MANUAL
WITH ALL UPDATES AS THEY OCCUR BE MAINTAINED
AT ALL TIMES IN THE OFFICE OF THE PERSONNEL
DIRECTOR; PROVIDING FOR THE REPEAL OF ALL
PRIOR POLICIES; PROVIDING A SEVERABILITY
CLAUSE; DECLARING AN EMERGENCY AND PROVIDING
AN EFFECTIVE DATE
WHEREAS, the City Manager and the Personnel Director recommend
the City Council approve the Grapevine Personnel Department Policy
Manual ("Personnel Manual") , a copy of which is on file in the
office of the Personnel Director; and
' WHEREAS, it is the intent of the City Council, the City

Manager, and the Personnel Director that the Personnel Manual
approved hereby shall supersede all other policies or manuals
� previously used by the Grapevine Personnel Department; and
WHEREAS, the City Council hereby finds and determines that
approval of the Personnel Manual is in the best interests of the
City of Grapevine and its employees; and
WHEREAS, upon the approval of the Personnel Manual, Chapter 18
Article III Personnel Rules of the City of Grapevine Code of
Ordinances shall no longer be applicable and should be repealed in
its entirety.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That Chapter 18 Article III Personnel Rules of the
City of Grapevine Code of Ordinances is hereby repealed in its
entirety.
Section 2 . That the Personnel Manual is hereby approved by
the City Council, and that from and after the effective date of
� this ordinance, the Personnel Manual shall constitute the rules and
procedures that govern the activities of the employees of the City
of Grapevine in addition to any departmental rules or other
�'` regulations, rules, or policies approved by the City Council.
Section 3 . That the City Manager, or his designee, is hereby
� ° authorized and directed to review and update, as necessary, the
Personnel Manual on a regular basis, in no event less than annually
and such updates shall not require City Council approval.

Section 4 . That a master copy of the Personnel Manual and all
updates shall be maintained at all times in the office of the
Personnel Director.
Section 5. That all other personnel policies or manuals
previously used by the City of Grapevine are hereby repealed and
superseded by the Personnel Manual approved by this ordinance.
Section 6. If any section, article, paragraph, sentence,
clause, phrase or word in this ordinance, or application thereto
any person or circumstance is held invalid or unconstitutional by
a Court of competent jurisdiction, such holding shall not affect
the validity of the remaining portions of this ordinance; and the
City Council hereby declares it would have passed such remaining
portions of the ordinance despite such invalidity, which remaining
portions shall remain in full force and effect.
Section 7 . The fact that the present ordinances and
regulations of the City of Grapevine, Texas, are inadequate to
properly safeguard the health, safety, morals, peace, and general
welfare of the public creates an emergency which requires that this
� ordinance become effective from and after the date of its passage,
and it is accordingly so ordained.

Section 8. This ordinance shall become effective October 1,
1991.
