APPROVAL TO RENEW AN ANNUAL PERSONAL SERVICES
CONTRACT FOR JANITORIAL SERVICES
City Council to consider approval to renew an annual personal services contract with
Regent Services for janitorial services.
FUNDING SOURCE:
Funding for this purchase is limited to the budgeted amount by each department in an
estimated annual amount of $226,000.00.

The City's interpretation of the Texas Local Government Code 252.022. (a)(4) considers
janitorial services as a personal service, therefore, exempting the City from competitive
bid laws for this service. A resolution considering the initial contract for janitorial services
was approved by Council in June of 2012. The contract was approved for one year with
four optional, one -year renewals. If approved, this will be for the second renewal
available.
The purpose of this contract is to establish fixed annual pricing for janitorial services to
be performed at various City facilities. The Facilities Services Department and
Purchasing reviewed the contract for specification compliance and pricing and
determined that the contract would provide the best service and pricing for meeting the
needs of the City.
Regent Services has provided janitorial services to the City for several years with
successful results and are familiar with the expectations and requirements of City staff.
Regent Services has developed an excellent working relationship with City staff. The
proposed cost for this contract represents a 3% increase from the past contract costs.
Staff recommends approval.
