SUBJECT: RESOLUTION AUTHORIZING AWARD OF A CONSTRUCTION
CONTRACT FOR THE DENTON CREEK TRAIL EROSION
CONTROL PROJECT AND TO APPROPRIATE FUNDS FROM
THE UNAPPROPRIATED BALANCE OF THE STORMWATER
DRAINAGE UTILITY FUND
RECOMMENDATION:
City Council to consider approving a resolution authorizing the award of a construction
contract to ARK Contracting Services for the Denton Creek Trail Erosion Control Project
and to appropriate $215,349.00 from the unappropriated balance of the Stormwater
Drainage Utility Fund. The Silver Oaks Apartments, adjacent to the project, have
contributed half of the total construction cost of $370,174.50.
FUNDING SOURCE:
Unappropriated balance of the Stormwater Drainage Fund to Account #116- 48941 -535-
1 -0012.
BACKGROUND:
The Fiscal Year 2013 Budget has $525,000.00 allocated for the construction of this
project in the Stormwater Drainage Utility Fund. Staff has recommended that the City
award the construction contract to ARK Contracting in the amount of $740,349.00.
There are sufficient funds in the unappropriated balance of the Stormwater Drainage
Utility Fund to appropriate the additional $215,349.00 required. The allocation is
necessary because the City is acting as general contractor and as such a full
appropriation of the full contract amount is required for audit purposes, even though we
have received $370,174.50 from the apartment owner.
A total of six contractors bid on the erosion project and the low bid was received from
ARK Contracting Services. Below are the bids received for the construction project:

Staff recommends the Council award a construction contract for repair of the erosion
along Denton Creek to ARK Contracting in the amount of $740,349.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY
MANAGER OR THE CITY MANAGER'S DESIGNEE TO
AWARD A CONSTRUCTION CONTRACT FOR THE
DENTON CREEK TRAIL EROSION CONTROL PROJECT
AND TO APPROPRIATE FUNDS FROM THE
UNAPPROPRIATED BALANCE OF THE STORMWATER
DRAINAGE UTILITY FUND AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas desires to repair the erosion to the
Hike and Bike Trail along Denton Creek and provide drainage improvements to prevent
future erosion in the affected area; and
WHEREAS, the Fiscal Year 2013 Budget has $ 525,000.00 allocated for the
construction of this project in the Stormwater Drainage Utility Fund; and
WHEREAS, the City of Grapevine has sufficient funds in the unappropriated
balance of the Stormwater Drainage Utility Fund; and
WHEREAS, the Silver Oaks Apartments, adjacent to the project are contributing
half of the total construction cost; and
WHEREAS, the City of Grapevine's Parks and Recreation Department has a
need to repair the Denton Creek Hike and Bike Trail.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct
and are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine enters into a
construction contract with ARK Contracting Services.
Section 3. That the sum of $ 215,349.00 be appropriated from the
unappropriated balance of the Stormwater Drainage Utility Fund to Account # 116-
48941- 5351- 00012.
Section 4. That the City Manager, or his designee, is authorized to take all
steps necessary to consummate the repairs and erosion control to the Denton Creek
Trail.
Section 5. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 20th day of November, 2012.
