HomeMy WebLinkAboutItem 15 - Fire Emergency Medical SuppliesITEM # MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER )�_ MEETING DATE: NOVEMBER 20, 2012 SUBJECT: APPROVAL OF A RESOLUTION FOR AN ANNUAL CONTRACT FOR THE PURCHASE OF FIRE EMERGENCY MEDICAL SUPPLIES RECOMMENDATION: City Council to consider approval of a resolution for an annual contract for the purchase of fire emergency medical supplies to a primary vendor, Bound Tree Medical, LLC., and a secondary vendor, Henry Schein Inc., through an interlocal agreement with the City of Cedar Hill for the Fire Department. FUNDING SOURCE: Funds are budgeted in account 100 -42200 -210 -3 (Operating Supplies /Fire Department) for the estimated budgeted amount of $110,000.00. BACKGROUND: Purchases will be made as required and in accordance with an Interlocal Cooperative Purchasing Agreement with the City of Cedar Hill as allowed by the Interlocal Cooperation Act, Texas Government Code, Chapter 791 and Texas Local Government Code, Section 271.101 and 271.102 and satisfies all bidding requirements. Council approved the agreement with the City of Cedar Hill on November 6, 2012. The City of Cedar Hill solicited bids from which they awarded a primary vendor, Bound Tree Medical, LLC., and a secondary vendor, Henry Schein Inc., on March 24, 2009. This initial contract period will begin on November 20, 2012 and will end on September 30, 2013 to coincide with the City of Cedar Hill contract period. This contract does not include renewal options. The purpose of this contract is to establish fixed pricing for emergency medical supplies on an as- needed basis to equip three mobile intensive care units as outlined by the Texas Department of State Health Services. With many different public agencies participating in these cooperative contracts, the collected volume has helped secure a lower cost. Bound Tree Medical, LLC., and Henry Schein Inc., has provided these products to the City in the past with satisfactory results. The Fire Department staff reviewed the contracts for specification compliance and pricing and determined that the contract would provide the best product and pricing for meeting the needs of the City. Staff recommends awarding a primary and a secondary contract to assure product availability and to avoid delays if the primary vendor is unable to meet order requirements. JS/LW RESOLUTION NO. µ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE FIRE EMERGENCY MEDICAL SUPPLIES THROUGH AN ESTABLISHED INTERLOCAL PARTICIPATION AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a cooperative purchasing program agreement with other qualified entities in the State of Texas; and WHEREAS, the City of Cedar Hill, Texas is a qualified entity as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas has established an Interlocal Agreement with the City of Cedar Hill, Texas and wishes to utilize established contracts for fire emergency medical supplies meeting all State of Texas bidding requirements; and WHEREAS, the City of Cedar Hill, Texas has established contracts with a primary vendor, Bound Tree Medical LLC. and a secondary vendor, Henry Schein Inc., contract number 0901 -001, Fire Emergency Medical Supplies; and WHEREAS, the City of Grapevine, Texas has a need to purchase fire emergency medical supplies. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of fire emergency medical supplies from the primary vendor, Bound Tree Medical LLC., and secondary vendor, Henry Schein Inc., through an Interlocal Participation Agreement with the City of Cedar Hill, Texas. Section 3, That the City Manager, or his designee, is authorized to take all steps necessary to purchase emergency medical supplies for the Fire Department from the primary vendor, Bound Tree Medical LLC., and a secondary vendor, Henry Schein Inc., for the annual estimated amount of $110,000.00. Section 4. That this resolution shall take effect from and after the date of its passage.
