HomeMy WebLinkAboutItem 16 - Drinking FountainsITEM # AP., MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER 1�I, "- MEETING DATE: NOVEMBER 20, 2012 SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE DRINKING FOUNTAINS RECOMMENDATION: City Council to consider a resolution for the approval to purchase drinking fountains from PlumbMaster, Inc. through an interlocal participation agreement with the Local Government Purchasing Cooperative (Buyboard). FUNDING SOURCE: Funding for this purchase is currently available in account 174 - 74015- 059 -000 (Water Drinking Fountains) for the amount not to exceed $48,523.80. BACKGROUND: This purchase will be made in accordance with an existing interlocal participation agreement with the Local Government Purchasing Cooperative (Buyboard) as allowed by Texas Local Government Code, Section 271.102, Cooperative Purchasing Program. Bids were taken by the Cooperative and a contract was awarded to PlumbMaster, Inc. The Parks and Recreation Department staff reviewed the contract for specification compliance and pricing and determined that the contract would provide the best product and pricing for meeting the needs of the City. The Cooperative Purchasing Agreement satisfies all bidding requirements under the Texas Local Government Code. This purchase is for 13 Halsey Taylor drinking fountains. The Parks Department is in the process of changing out non - working or poorly functioning drinking fountains throughout the park system. We have several Halsey Taylor drinking fountains throughout the City currently and have found it to be a reliable fountain that fits the needs of the community. Staff recommends approval. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE DRINKING FOUNTAINS THROUGH AN ESTABLISHED INTERLOCAL PARTICIPATION AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is-empowered by the Texas Local Govemment Code, Section 271.102 to enter into a cooperative purchasing program agreement with other qualified entities in the State of Texas; and WHEREAS, the Local Government Purchasing Cooperative (Buyboard) is a qualified purchasing cooperative program as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas has established an Interlocal Participation Agreement with the Local Government Purchasing Cooperative (Buyboard) and wishes to utilize established contracts meeting all State of Texas bidding requirements; and WHEREAS, the Local Government Purchasing Cooperative (Buyboard) has established a contract with PlumbMaster, Inc. under contract number #339 -10, Building Maintenance, Repair & Operation Supplies & Equipment; and WHEREAS, the City of Grapevine, Texas has a need to replace old nonworking drinking fountains throughout the park system. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of 13 drinking fountains from PlumbMaster, Inc. through an Interlocal Participation Agreement with the Local Government Purchasing Cooperative (Buyboard) for $48,523.80. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said products and services. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 20th day of November, 2012.
