HomeMy WebLinkAboutItem 17 - Salt and Sand SpreadersMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER �X MEETING DATE: NOVEMBER 20, 2012 SUBJECT: APPROVAL FOR THE AWARD OF A QUOTE FOR SALT AND SAND SPREADERS RECOMMENDATION: City Council to consider approval for the award of a quote for two salt and sand spreaders from Coastal Metal Fab, Inc. FUNDING SOURCE: Funds are available in account 100 -48860 -415 -3 (Machinery and Equipment) in the amount not to exceed $25,831.30. BACKGROUND: The Public Works Street Division responds to inclement weather events as necessary by sanding bridges, roadways and major intersections. These two salt and sand spreaders will replace an old spreader and will provide an additional unit. These two spreaders, Downeaster DP9013, have a larger capacity than our existing sanders and are self contained units that can be utilized with multiple dump trucks as needed. Our existing sanders have some operational disadvantages. The old units are attached to the dump trucks and the truck beds must be elevated to feed the sand to the spreaders. This is not the preferred method for operating a dump truck on public streets due to potential conflicts with overhead utility lines and intersection signals as well as the fact that raising the center of gravity of the vehicle reduces its stability. The new units will have a conveyor system that feeds the sand to the spreaders without raising the bed which increases efficiency and reduces risk. In addition, the larger units allow crews to cover larger areas of the City with fewer return trips to stockpiles for re- loading. Informal quotes were taken in accordance with the City's Purchasing Policy. Quotes were received from three vendors. Quotes Received: Coastal Metal Fab, Inc. $25,831.30 Four Seasons Equipment, Inc. $25,940.00 Texas Municipal Equipment $29,334.00 Of the 3 quotes received, Coastal Metal Fab, Inc. was the lowest bidder meeting specifications, therefore, is the recommended vendor for the award.
