Call to Order of Regular Meeting — Dr. Curtis Ratliff 2. Citizen Comments Any person who is not scheduled on the agenda may address the Grapevine Heritage Foundation Board under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with staff. A member of the public may address the Board regarding an item on the agenda either before or during the Board's consideration of the item, upon being recognized by the Chairman Ratliff or upon the consent of the Board. CALL TO ORDER Chairman Curtis Ratliff called the meeting to order at 5:05 p.m. 2. CITIZEN COMMENTS There were no citizen comments registered. Public HealthlStay at Home Order July 15, 2020 15 July 2020 3. APPROVAL OF MINUTES W Melva Stanfield made the motion to accept the minutes as written from the June 17, 2020 regular meeting. Courtney Fray seconded the motion, which prevailed in the following vote: Ayes: 6 (Ratliff, Stanfield, Wright, Perkins, Fray and Hummer) Nays: 0 None Absent: 3 (Franks, Jensen and Nelson) 4.,GHF EDUCATION SERIES Introduction to Historic Preservation — Dr. Curtis Ratliff Chairman Ratliff began with the Historic Sites Act of 1935 as Congress awarded the National Park Service the authority to organize all federal owned parks, monuments and historic sites. President Truman signed the 1949 National Trust for Historic Preservation Act to facilitate the public participation in the preservation of sites, buildings and objects of national significance or International interest; explaining the objectives of the National Trust was to 1) identify and act on important national preservation issues, 2) Support, broaden and strengthen organized preservation efforts and 3) to target communications to those who affect the future of historic resources. Chairman Ratliff asked what is historic preservation, why is it considered important, should it be controlled by local, state or federal government and most of all — what is expected of you as a Foundation member? He discussed the aspects of removing all add-ons done through the decades to the Nash Farmhouse and the immense job it was to bring it back to its original character; and supporting reconstruction for non -surviving properties to bring back for interpretive purposes such as the Wallis Hotel. He summed up this portion of the series likening to the two fields of anthropology — a field of physical anthropology studying people's lives such as tools and structures used as the Grapevine Heritage Foundation protects and promotes; and the field of social anthropology or cultural with how people lived and communicated, as is the focus of the Grapevine Historical Society. He put forth the challenge of how do we promote and get the message out, as message framing has long been a weakness of our organization. To be continued. 5. OLD BUSINESS Membership Report - Janet Perkins Secretary Janet Perkins stated the Foundation had 190 active members in June and a total of $1,200 received to fund a Nash Farm Sponsorship and a donation supporting the Grapevine Heritage Foundation Scholarship fund. Nash Farm Report— Melva Stanfield and Cody Jolliff Vice Chairman Melva Stanfield reported the COVI D-1 9 restrictions were raised from 25 to allow 50 percent occupancy. All scheduled tours were cancelled by the booking organizations due to restricted occupancy numbers for group transport to the Farm. July 15, 2020 March, April, May Meetings were cancelled due to COVID-1 9 Tarrant Co. Public Healt?Stay at Home Order 15 July 2020 June's First Friday program was "Corn" and its many uses on a farm; there were 90 participants; and the Annual Dairy Day program had 170 attendees. The Farm had two rentals in June with a graduation group of 125 and a small wedding party of 31. The 1920s One Hour Dress Workshop had six attendees registered online, volunteers and staff filled the remaining spaces; five dresses were completed and three more were almost completed in anticipation of wearing to the July ice Cream Social. There were 37 books for the Summertime in Grapevine "Pioneer Passport" sold at Nash Farm; plus 17 purchased elsewhere were redeemed. Total visitation for June was 1,283 visitors, of which 861 were casual drop -in visitors. Secretary Perkins proposed a Nash Farm accredited educational program for a distance -learning virtual tour of Nash Farm, to be provided for a fee; Farm Manager Cody Jolliff said such programming was in discussion. Nash Farm Sponsorships — Balla Wright Treasurer Wright said the 2020 goal of $20,750 was met and is in place. G H F 2021 Calendar Project Update — David Klempin Heritage Preservation Programs Manager David Klempin said the 2021 G H F calendar is now complete except for the selection of photographs for each month's page. He showed the different photographs they are now working on saying the final draft should be complete in 30 days and he will then present to the board. 5..NEW BUSINESS Oath of Office Reappointed Board Members — Mary Bush Mayor and City Council reappointed for another term as chairman Curtis Ratliff and board members Melva Stanfield, Balla Wright, Janet Perkins and Becky Hummer. The above, all present, repeated the oath for another term as chairman and board members for The Grapevine Heritage Foundation. Election of Officers — Chairman Curtis Ratliff Chairman Ratliff called for nominations: Becky Hummer nominated Melva Stanfield to return as Vice Chairman; seconded by Courtney Fray. Ayes: 6 (Ratliff, Stanfield, Wright, Perkins, Fray and Hummer) Nays: 0 None Absent: 3 (Franks, Jensen and Nelson) Melva Stanfield nominated Balla Wright to return as Treasurer; seconded by Becky Hummer. Grapevine Convention & Visitors Bureau (CVB) Report —Paula Newman Managing Director of Operations, Finance & Administration Paula Newman reported the Summertime in Grapevine "Pioneer's Passport" was successful in bringing visitors to Nash Farm, the Settlement to City museums, Historic Railroad District and Depot and on to the summer movies at the Palace Theatre. She said local businesses were coordinating themes with the movies and it had been successful for the Palace Theatre and merchants to create a better experience for visitors. The Farmer's Market is open on Saturdays from 10 a.m. — 4 p.m.; the vendors are appreciative of the market to show their wares. The Storyland exhibit in the Tower Gallery is open with sanitation protocols in place; the CVB team continues to contact our stakeholders for their promotions and needs; they are scheduled next weekend for the Intercept Survey interviews. Cody has been working with the Grapevine Vintage Railroad's run to the Fort Worth Stockyards and the new Great Train Heist! of train robbers stopping the train from varied locations; this week the Great Wolf Lodge parking lots were full; and a conference is scheduled at the Gaylord for the end of July. The announcement was made to cancel GrapeFest, but there is still support for the Texas Wine Tribute in October or November if the virus numbers level off. The Real Housewives of Dallas are scheduled to visit Grapevine next week, beginning at Delaney Vineyards followed by Historic Main Street to visit Bermuda Gold and Vetro Glassblowers. With the air conditioning work completed at the Palace Arts Center, we will go back before Council at the July 21 meeting to request approval for the roof repairs needed for the remainder of the building. City Council Liaison Update — Council Member Duff O'Dell Council Liaison O'Dell reported the COVID-19 numbers continue to rise, we are expecting more testing to become available. There is concern for kids as they are bored and tired of being restricted and some are now being careless. Council Liaison O'Dell reported on the merchant's Historic Downtown Grapevine Association (HDGA) meeting that morning via Zoom, the merchants remain cautious and are keeping up the sanitizing. Our Economic Development team is hanging in there, despite the major slow down; they are regularly scheduling to meet with businesses with how to survive, to hang -in and stay. The City Hall Budget meetings are noting the lack of sales tax revenues but not furloughing or cutting jobs; and the school system is studying alternative plans, it will be very different this fall. 4s July 15, 2020 March, April, May Meetings were cancelled due to COVID-19 Tarrant Co. Public Health tayatHomeOrder 15 July 2020 COMMENTS David Klempin shared slides of the July 11 ice Cream Social at Nash Farm with the Farmhouse tours. He noted the work at the Farm put in to accommodate staying safe with running water for outdoor wash basins to keep hands washed. Council Liaison O'Dell warned all to be aware a couple of West Nile cases have been reported.
